What you will do forHarris County Precinct 4 (HCP4)

The Director of General Services for Harris County Precinct 4 (P4) is a senior leadership role responsible for overseeing a broad range of operational support services that ensure the effective safe and efficient functioning of precinct facilities and programs. This position manages key areas including facilities maintenance asset and inventory control procurement coordination security operations and emergency preparedness.

The Director reporting to the Sr. Director of Operations works closely with internal departments and external partners to align services with strategic goals and community needs while fostering a culture of excellence accountability and innovation.


Job Duties and Responsibilities:

Facilities and Equipment Oversight
  • Serve as the precincts owners representative for all facilities responsible for safe efficient and compliant operations across community centers parks assets service centers warehouses and administrative offices.
  • Own the Facilities Management Plan (policy standards and playbooks) including preventive maintenance (PM) schedules work-order SLAs and service level agreements with internal teams and vendors; manage the CMMS (e.g. ServiceNow) to track work orders PM completion asset lifecycle and costs.
  • Oversee all building systems (HVAC electrical plumbing life safety access control generators) and coordinate testing inspections and corrective actions; maintain compliance with FMO OSHA ADA environmental (EHS) and other applicable codes/permits.
  • Direct custodial grounds and minor repairs programs; set standards for cleanliness curb appeal and safety; implement routine facility audits and publish corrective action plans.
  • Lead space planning moves and small capital projects in coordination with the Infrastructure team; review drawings phasing and commissioning plans to ensure operations continuity and code compliance.
  • Manage vendor performance (RFP input scope of work KPIs invoice validation) control warranties and optimize cost per square foot and energy/water use in partnership with Finance/Infrastructure.
  • Maintain the Facilities Emergency Plan in alignment with COOP/IMT; ensure facilities-specific emergency procedures shut-down/start-up checklists and post-incident assessments are current and trained..
Capital Planning & Compliance
  • Prepare the annual facilities capital plan (renewals replacements compliance-driven fixes); prioritize risk cost and service impact; track delivery with Infrastructure and Procurement.
  • Own the inspection calendar (FMO elevators backflow boilers life-safety ADA) and corrective action close-outs; maintain documentation for audits and public records.
Security and Law Enforcement Coordination
  • Act as Precinct 4 liaison to Harris County law enforcement agencies to support security needs for parks community centers and special events.
  • Serve as the point of contact for precinct-wide security initiatives including maintaining data sets generating weekly reports and managing programs such as the FLOCK camera system.
  • Integrate facility security risk assessments (lighting cameras access control incident trends) into the FM audit cycle; prioritize mitigations and track completion.
Operations and Emergency Management
  • Implement organizational process or policy changes as needed to improve operational efficiency.
  • Prepare and review operational reports and schedules to ensure accuracy and effectiveness.
  • Set departmental goals and deadlines in alignment with precinct priorities.
  • Plan administer and control budgets for contracts equipment and supplies.
  • Support the Operations Section Deputy for the precincts Continuity of Operations (COOP) plan if or when activated
  • Participate in emergency management operations as a Tier 1 Essential Employee and be available for after-hours response during unusual or emergency situations.
Transportation Program Oversight
  • Provide governance and oversight for the senior bus program and other precinct transportation activities (no day-to-day dispatch/scheduling) establishing policies safety standards and performance expectations.
  • Ensure regulatory and policy compliance (applicable federal/state/county rules; ADA considerations for riders; incident response and reporting protocols).
  • Implement program analytics: on-time performance ridership trip denials service reliability customer feedback and complaint resolution; publish quarterly dashboards.
Other Responsibilities
  • Perform other duties as assigned to support the mission and operations of Precinct 4.

Requirements

Education & Experience:

  • Bachelors degree in Public Administration Business Administration Facilities Management or a related field from an accredited college or university

  • Minimum of three (3) years of experience in operations facilities or general services management preferably in a government or public sector setting

OR:

  • Associates degree in a related field from an accredited college or university

  • Minimum of five (5) years of relevant experience

OR:

  • High school diploma or GED equivalentfrom an accredited college or university

  • Minimum of seven (7) years of relevant experience


Additional Requirements:

  • Must possess a valid Texas drivers license and maintain a good driving record.

  • An updated cover letter résumé and writing sample are required for all applicants.
    • Strong written communication skills are essential. Applicants must submit a writing sample that demonstrates their ability to convey information clearly and professionally. Preferred formatsinclude a memo standard operating procedure (SOP) project summary manual orsimilar document that reflects the applicants ability to communicate technical or operational information effectively.
Knowledge Skills and Abilities:
  • Demonstrated leadership experience managing teams and complex projects.
  • Strong knowledge of facilities operations procurement processes and administrative services.
  • Proficiency in Microsoft Office Suite including Word Excel Outlook and Teams.
  • Excellent organizational communication and problem-solving skills.
  • Working knowledge of OSHA and Fire Marshals Office (FMO) regulations.
  • In-depth understanding of environmental health and safety (EHS) standards with the ability to translate requirements into effective programs and practices.
  • Familiarity with facility equipment and systems including safety and computer-based technologies.
  • NIMS certifications preferred including IS-100.c IS-200.c IS-2200 IS-700.b and IS-800.d.
  • Excellent oral and written communication skills with the ability to convey complex information clearly to diverse audiences.
  • Strong ability to interpret and explain policies procedures regulations and legal requirements.
  • Proven leadership team-building problem-solving and organizational skills.
  • Self-motivated with a proactive approach to managing responsibilities and driving improvements.

Preferences

Education:

  • Masters degree in Public Administration Business Administration Facilities Management or a related fieldof studyfrom an accredited college or university (preferred)
Experience:
  • Experience with software platforms such as Fleetio BusHive ServiceNow and OpenGov. (preferred)
  • Prior experience in a government or public sector environment particularly within Harris County. (preferred)
  • Familiarity with Harris County operations and Precinct 4 priorities.(preferred)

Work Environment and Physical Demands:

  • This position requires a significant amount of time outdoors and exposure to a variety of environmental and extreme weather conditions. This position also requires traveling to parks located throughout the precinct and at long distances. The ability to work outdoors during all seasons and to drive safely is essential. The ability to operate standard office equipment and software platforms is required.
  • Essential functions involve significant physical demands related to repeated lifting of up to 50 pounds unassisted 100 pounds with assistance rarely; carrying tools materials and equipment over rough terrain; climbing reaching and bending. Frequently to walk sit talk drive hear bend stoop twist and balance.
