The Department of Children Youth and Families (DCYF) is looking for a Community and Parole Administrator to provide formal oversight of the JR population and bed utilization across the entire continuum. This position assists with juvenile justice program planning monitoring evaluation and administration of all state-operated services for the maintenance of public safety through custody care treatment and monitoring of youth in JR jurisdiction for quality of care population management and utilization of capacity.

The Opportunity:

You will use various sources of input to evaluate and monitor the active current usage of all levels of care in JR and other ongoing needs. This includes monitoring how bed utilization occurs and identifying methods to avoid exceeding capacity. You will evaluate the risk and rehabilitation benefits of movement to less restrictive alternatives and improve responsible utilization of all levels of care that balances rehabilitation and risk to the community.


Some of what you will do:

  • Communicates with facility leadership about expected trends and needs and develops and maintains responsive reporting structures for multiple audiences.
  • Leads solution development with JR leadership for adapting and managing needs with existing capacity.
  • Leads development of decision packages to address bed capacity challenges as needed.
  • Works in collaboration with the Classification Administrator.
  • Oversight of the process of identification and transition of JR residents determined eligible for placement in a minimum security JR facility.
  • Supervision of the Transition Specialist team that identifies and coordinates transition of JR residents eligible for placement in a minimum-security JR facility
  • Monitor and provide continual quality improvement to the statewide engagement review referral communication and transition process.
  • Identifies mechanisms for engagement and communicating opportunities for transition early and often to youth staff families and leadership.
  • Interact and collaborate with internal and external stakeholders and represent JR and the department to other entities. Act as liaison to stakeholders and juvenile justice partners on behalf of the Deputy Assistant Secretary and JR Leadership related to JR activities research data standards and policy.
  • Implement and oversee new legislation related to JR population management.
  • Statewide Agency Coordinator for Performance-based Standards for Secure Facilities Community Facilities and Community Supervision.

Required Qualifications:

Equivalent combination of education and experience in juvenile or adult justice programs and management in large statewide projects totaling (7) seven years.

OR

Bachelors Degree with major study in human or social services public administration or related fields AND (5) five years of experience in juvenile or adult justice programs and management in large statewide projects.

AND

Commitment to equity inclusion and respectful workplace principles.


Experience and competencies include:

  • Knowledge of Evidence based and promising practices in the Juvenile Justice System policy development and review advanced principles of quality management strategic planning and process improvement state legislative processes.
  • Knowledge of RCWs and WACs related to juveniles Department of Justice Juvenile Correction initiatives DCYF policies and procedures and JR secure and non-secure facilities and community programs.
  • Work both independently and in teams. Facilitate lead and organize multiple and complex projects and assignments. Develop and manage statewide projects utilize and promote problem solving techniques.


In addition to those required qualifications our ideal applicant will also have some or all of the following:

A masters degree in social and behavioral Sciences Juvenile Justice or another related field.
