The Councils Finance Department are now recruiting to the Assistant Finance Manager level for individuals who are looking for a fresh challenge or candidates with relevant experience looking to progress to the next stage of their career.
The Assistant Finance Manager will play a key role in improving financial management & control and accountability across the organisation and enable effective proactive financial planning. We have three roles available at this level all focussed on ensuring finance and organisational transformation is delivered efficiently and effectively at speed.
Youll support the strategic financial reporting or partnering activities of one of our front-line services. Whether your focus is on Adults & Health Inclusive Economy & Housing or within Financial Strategy youll be expected to fuse innovation effectiveness efficiency and sustainability into everything you do.
We are looking for innovative individuals who can lead by example and help build a sustainable highly effective service that delivers exceptional support for one of our front-line departments or the council as a whole.
Ultimately this is about making everyday life better for over 350000 people across the borough as well as millions of workers and visitors. Youll introduce more robust planning find new revenue streams and help us invest further in our resident-centric services.
The Job Description includes details of the roles purpose and responsibilities. Specific areas of responsibility include:
- Support the delivery of high-quality financial management across Adult Social Care and Public Health services working closely with senior finance colleagues
- Assisting in the preparation and monitoring of forecasts for the Adult Social Care external placements budget through the preparation of large data sets.
- Supporting the development of financial models options appraisals and variance analysis to inform service planning.
- Contributing to the financial aspects of transformation projects within Adult Social Care.
- Working closely with the Adult Social Care Department to provide support of the budget monitoring and year-end financial process
- Conduct in-depth financial analysis into aspects of trend analysis and forecasts when required
Inclusive Economy & Housing
- Predominantly working with Housing Services to support their budget monitoring and budget management in particular relating to Temporary Accommodation
- Provision of professional financial and accounting advice to budget managers across the Housing General Fund service
- Support and challenge on MTFS savings delivery and potential resolutions where pressures arise
- Financial modelling of Temporary Accommodation income and expenditure including reconciliations and trend analysis to inform forecast options
- Reconciliation of Temporary Accommodation expenditure with the Northgate Housing Management System
- Monitoring and maintaining the various funding sources and maximising allocations in line with demand and expenditure
- Analysing the position on arrears and actively working with other services to find solutions to reducing the pressure
Financial Strategy
- Working within a small team to support development of the Councils Medium Term Financial Strategy and budget management regime.
- Modelling growth investments and savings for the medium-term financial strategy.
- Establish/Maintain key central finance methodologies and processes e.g. corporate recharge model Sales Fees & Charges Establishment pay model Collection Fund Government Grant Funding.
- Support scenario modelling in response to policy and funding changes.
- Support the annual budget setting process ensuring transparency and alignment with Council priorities.
- Support Coordination of Monthly Revenue Budget Monitoring including savings reserves and corporate funding.
- Analyse evidence-based options for savings and investment to inform Budget development.
- Support production of the outturn position and support in closing of accounts
- Collaborate across finance to improve systems budget monitoring and reporting.
- Providing Finance Support to the Transformation Team in development and delivery of the transformation programme to ensure potential savings are accurately defined and ultimately delivered and properly accounted for.
- Working with Budget Holders in Central Services assisting in the production of an effective budget plan within existing cash limits for the service; preparation and monitoring of forecasts; Supporting the development of financial models options appraisals and variance analysis to inform service planning; and supporting year-end financial process
An essential requirement of this role is for applicants to be a full member of CCAB (preferably CIPFA) or part qualified; AAT equivalent with relevant experience e.g. 2 years working in the sector.
