JOB TITLE: Logistics Officer (CBT)

DURATION: 2 Months 29 Days
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Supply Chain Officer (Market and Retail) will be based in Islamabad reporting to the Head of Supply Chain.
The incumbent will work closely with CBT Programme Finance Procurement FSQ and Area Offices and provide technical leadership and operational support to two priority initiatives:
1. SOPRAN e-Voucher Pilot supporting the preparation and early-phase implementation of an electronic voucher to subsidize fortified wheat flour for adolescent girls in partnership with BISP GIZ and Nutrition International.
2. Flood Emergency Preparedness and Response designing and setting up a commodity voucher modality with private sector suppliers to provide a fixed food basket as a flexible response mechanism in the event of floods or other natural disasters.
The incumbent is expected to work independently lead cross-functional coordination and ensure timely delivery of outputs within the consultancy period.
JOB PURPOSE
To lead the design set-up and initial implementation of market and voucher-based supply chain solutions in Pakistan CO with a focus on:
Ensuring smooth preparation set-up and phased roll-out of the SOPRAN e-voucher pilot.
Establishing a scalable and cost-effective commodity voucher mechanism for emergency flood response.
ACCOUNTABILITIES/RESPONSIBILITIES:
e-Voucher Pilot
Lead supply chain coordination roll-out and improvement of the SOPRAN e-voucher pilot in Islamabad Faisalabad and Quetta.
Oversee contracting and performance of selected retailers/chakkis and support the review of the Financial Service Provider (FSP) for voucher redemption.
Strengthen assurance and controls during voucher redemption to mitigate fraud and misuse.
Ensure effective voucher reconciliation reporting and assurance processes in coordination with Finance and CBT Programme.
Document lessons learned and provide recommendations for scale-up.
Emergency Preparedness Commodity Voucher (Fixed Food Basket)
Design and operationalize a commodity voucher modality with private sector traders/suppliers to distribute a fixed food basket during flood response.
Lead tendering supplier selection and contracting in close collaboration with Procurement.
Establish supply chain processes for trader-led procurement transport and distribution to FDPs.
Benchmark cost efficiency and compare trader-delivered commodity voucher against WFP in-kind modalities.
Coordinate with Programme FSQ and Cooperating Partners to align with government-led response frameworks.
-Cutting Functions
Provide technical advice on voucher assurance FSQ protocols and market engagement.
Develop tools SOPs and capacity-strengthening materials for Area Offices Cooperating Partners and retailers/FSPs.
Monitor and report on voucher performance including redemption rates market functionality and supply chain risks.
Conduct after-action reviews and lessons learned to improve preparedness.
Build partnerships with government counterparts private sector actors and internal WFP teams to ensure sustainability.
Building
Build capacity of WFP national staff in country office and area office to ensure sustainability of projects.
Prepare onboarding and training package for external stakeholders such as chakkis commodity voucher supplier Cooperating Partner FSQ inspection company and others as relevant.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Operational Plan for SOPRAN e-Voucher Pilot (SOPs contracting implementation kick-off).
2. Commodity Voucher Preparedness Package for flood response (design contracts SOPs benchmarking analysis).
3. Capacity Building Materials for CP/AO/CPs/retailers including training/orientation materials.
4. End-of-Assignment Report summarizing key achievements lessons learned and recommendations for scale-up.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Supply Chain Business Administration International Relations or related field.
Experience:
Minimum 5 years of professional experience in supply chain management CBT operations (value/commodity vouchers e-vouchers) and private sector engagement in humanitarian or development contexts.
Demonstrated experience implementing CBT in emergency contexts.
Knowledge & Skills:
Excellent coordination analytical and stakeholder engagement skills.
Languages:
Fluency in English; working knowledge of Urdu an advantage.
