Position Overview:
The State of South Carolina is seeking a highly skilled Systems Software Programmer Project Lead to support ongoing application modernization initiatives within the Department of Social Services (DSS). This position is a rebid and requires a strong technical leader with deep experience development enterprise architecture and data-driven applications.
The selected consultant will lead the design development and implementation of software systems supporting programs such as SC Child Care Licensing SC Voucher and Child and Adult Care Food Program (CACFP). Preference will be given to candidates familiar with the DSS Early Care and Education (ECE) programs mission and objectives.
Responsibilities:
- Lead the end-to-end design and implementation of medium-to-large -based software systems.
- Develop maintain and enhance data-driven applications leveraging SQL Server and related enterprise technologies.
- Design scalable secure and high-performance web-based applications using N-tier architectures and modern development practices.
- Collaborate with business stakeholders analysts and team members to define technical requirements and translate them into software solutions.
- Ensure compliance with security accessibility and performance standards.
- Conduct system analysis troubleshoot technical issues and provide leadership in resolving complex software problems.
- Support DevOps processes source control and deployment pipelines (preferably using TFS or equivalent tools).
- Contribute to technical documentation and mentor junior developers as needed.
Required Qualifications:
- Bachelors degree in computer science or related field or 7 years of equivalent professional experience.
- Minimum 7 years of experience designing and -based software systems.
- Minimum 5 years of experience developing data-driven applications utilizing relational database engines such as:
- MS SQL Server 2012 R2 / 2014 / 2016
- MS Server 2012 R2 Enterprise Server
- IIS 8.5 or higher
- Proven experience building web-based software systems using N-tier architecture and complex security models.
- Strong analytical problem-solving and communication skills.
Preferred Qualifications:
- Hands-on experience with:
- MS SQL Server 2016
- Team Foundation Server (TFS)
- IIS 8.5 and enterprise server environments
- Familiarity with SC Child Care Licensing SC Voucher and CACFP systems.
- Knowledge of DSS Early Care and Education program goals and processes.
