Job Title: Systems Software Programmer Project Lead
Client: State of South Carolina Department of Public Health (DPH)
Location: Remote Columbia SC (Open to Nationwide US candidates must work in Eastern Standard Time Zone
Duration: 12 Months (Possibility of Extension)
Interview Process: 1 Round Virtual/Online
Position Overview:
The ideal candidate is self-motivated detail-oriented and capable of working independently with limited supervision. This role involves collaboration with internal teams vendors and stakeholders to automate workflows modernize legacy systems and ensure compliance with federal and state public health data standards.
Scope of the Project:
The candidate will support the Public Health and Lab systems by:
- Assisting in backend process development and ELC modernization.
- Gathering requirements designing technical specifications and creating documentation.
- Enhancing data management and transformation processes in Rhapsody.
- Automating workflows for CDC data submissions and implementing proactive data monitoring.
- Ensuring system performance reliability and compliance with CDC HIPAA and PHI/PII requirements.
Daily Duties / Responsibilities:
- Collaborate with DPH IT and vendor teams to plan design and configure integration solutions.
- Develop enhance and maintain Rhapsody routes to process healthcare data in multiple formats (XML CSV SOAP HL7 etc.).
- Monitor and troubleshoot Rhapsody routes and production processes to ensure accurate data flow.
- Perform code reviews test changes and support deployment and post-implementation activities.
- Automate daily maintenance tasks and implement proactive system monitoring.
- Create and maintain system documentation and architecture diagrams.
- Provide mentorship technical advice and best-practice guidance to staff.
- Support disease surveillance systems (eCR ELR) and ensure data compliance with CDC reporting requirements.
- Participate in modernization efforts by converting legacy systems and processes into Rhapsody-based integrations.
- Assist with data migrations testing validation and UAT support.
- Ensure compliance with agency IT standards documentation and data security requirements.
- Provide on-call or after-hours support for critical systems when needed.

- Rhapsody Integration Engine (v6)
- Symphonia Mapping Language (SML)
- HL7 (v2.3.1 2.5.1; ORU & ORM message types)
- XML / XSD / XPath
- SQL (including advanced joins)
- JavaScript (ECMA/E4X)
- Web Services (SOAP)
- Strong critical thinking and problem-solving skills
- Experience with security and data classification (CDC HIPAA CJIS PHI PII)
- Excellent communication and collaboration skills with both technical and non-technical teams
Preferred Skills (Ranked by Importance):
- Experience with eCR / eICR / RR / CDA / CCDA formats
- Windows Server OS Administration
- Large-scale integration in healthcare environments
- Knowledge of Public Health Disease Surveillance Systems or LIMS
- Experience with large dataset manipulation/migration
- Familiarity with LOINC / SNOMED terminologies
- Experience using DevOps tools such as JIRA
- Understanding of the Software Development Life Cycle (SDLC)
- Ability to create Visio/Flow diagrams for process visualization
- Strong ability to build collaborative working relationships with technical staff and business stakeholders
Required Education:
- Bachelors or Masters degree in Computer Science Information Systems or a related field
or equivalent professional experience in lieu of formal education.
Preferred Certifications:
