About Our Opportunity

As the Manager Financial and Administrative Support you are responsible for the design development management and implementation of financial and administrative processes and procedures in support of the Collection Services Team responsible for the recovery of overdue provincial debt. You also optimize the use of IT solutions in a consultative and training-oriented environment.

Primary Accountabilities

  • Manages the financial/accounting responsibilities for over $470 million in debt recovery by the Collection Services team. Ensures all monies are properly posted to respective accounts distributed to client departments and provides month-end reconciliations and account activity reports.
  • Supports the collection of Nova Scotia Sales Tax to ensure accurate taxes are received on the private sales of vehicles boats trailers and recreational vehicles. This includes reviewing daily tax assessments by Access NS Offices for vehicle registrations on private sale transactions reviewing vehicle appraisals and communicating vehicle registrants.
  • Ensures the effective management of human and financial resources by hiring training staff ensuring the establishment of team and individual targets. Monitors evaluates and provides coaching performance and attendance management to ensure individual and team success.
  • Promotes a diverse and healthy workplace culture to enable staff to meet their highest performance.
  • Demonstrates excellent leadership competencies respects corporate human resources practices promotes team building while ensuring the team has a robust accountability structure.
  • Works closely with internal associates to evaluate systems business processes and operational procedures to ensure best practices and continuous improvements are embedded in the operations.
  • Follows provincial Payment Card Industry (PCI) Data Security Standards (DSS) and provincial finance policies to ensure fiscal and data integrity.
  • Works closely with the Financial Services Operational Accounting team to reconcile all cash in transit accounts to ensure accurate assignment of monies received.
  • Ensuresnew Collection Services business received from client departments is accurately created in the Collection client management software ensures accounts are properly coded and assigned to respective account types for accurate data management.
  • Collaborates with the Director and Management Team to prepare and implement the Collection Units budget and section operational business plan to ensure objectives support corporate goals; monitors results and performance to ensure goals are successfully met.
  • Adheres to procurement guidelines acquiring goods and services in the most cost-effective manner and accurately forecasting budget requirements for the fiscal year.

Qualifications and Experience

To be considered for this opportunity you hold a university degree in a relevant discipline such as business accounting commerce in addition toseveral years of operational management experience in a fast-paced financial accounting support environment. You also have experience managing multiple priorities and your knowledge and expertise will allow you to evaluate systems business processes and operational procedures to ensure best practices and continuous improvements are embedded in the operations. Legislative knowledge and interpretation are also critical. Familiarity with financial/accounting/banking applications is required.

You are intuitive creative and resourceful in identifying needs and initiating development of potential solutions through technological applications. Some data analytical skills are also needed.

This position requires the ability to supervise staff and interact effectively with stakeholders and senior addition you are highly motivated and you have excellent team collaboration skills. Partnering collaboratively with stakeholders to achieve common goals you apply the concepts of equity diversity and inclusion. Strong planning organizational and administrative skills are important in setting priorities meeting deadlines and managing multiple assignments. You also have strong critical thinking analytical and problem-solving skills.

Your strong communication skills (both written and oral) will allow you to draft summaries of proposed or actual requirements develop impact statements as well as develop share and articulate ideas strategies and proposals to technical and non-technical audiences.

Familiarity with JEIN Amanda RMV SAP would be viewed as an asset.

Pay Grade: EC 10

Salary Range: $3108.16- $3885.22Bi-Weekly
