Job Summary

The Access Point Lead supervises the team of Program Analysts managing a dynamic portfolio of Access Points and partnerships city-wide. This position will prepare complex analysis supervise a diverse team an provide oversight of funding to multiple community-based organizations and public agency partners including federal state local and private funds.

The position works across City departments and in the community on adoption and understanding of Coordinated Entry. This position reports directly to the Coordinated Entry Manager.

Essential Duties and Responsibilities:

  • Supervises Program Support Analyst and Senior Administrative Analyst Team Members who are providing support and oversight to a dynamic group of city-wide Access Points Access Partners and others.
  • Indirectly supervises of Program Specialists clerical and technical staff as needed.
  • Supports the community adoption of Coordinated through documentation of adoption process policies and other written materials.
  • Collaborates extensively with planning data management and contract staff to ensure high quality and well-coordinated services for over 8000 people experiencing homelessness seen at Access Points each year.
  • Responds to inquiries about Coordinated Entry from members of the public the Homeless Response System providers and people experiencing homelessness. Develop materials webpages and other communication tools to meet the needs of these groups in collaboration with HSHs Strategy and External Affairs team. 
  • Utilizes data to improve data quality set benchmarks and improve the performance of staff and contracted partners.
  • Compiles ad hoc data requests and conduct in-depth analyses related to program trends and patterns to further the principles of the HSH Strategic Framework in the implementation and adoption of Coordinated Entry.
  • Supports the implementation of data sharing norms to ensure that people experiencing homelessness have low barrier access to housing shelter and public benefits.
  • Provides technical assistance to internal and external stakeholders to support evaluation and community input including developing surveys and evaluating utilization data.
  • Other duties as assigned

Qualifications :

MINIMUM QUALIFICATIONS

Possession of a baccalaureate degree from an accredited college or university and five(5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

DESIRABLE QUALIFICATIONS

  • Excellent supervisory skills including strong staff development and team development
  • Excellent data analysis skills and experience with data informed process improvement
  • Experience using a continuous quality improvement approach in community-based programs
  • Ability to convey complex technical and controversial information simply and clearly for a diverse audience
  • Experience working with nonprofit service providers including Homeless Response System (HRS) providers.
  • Ability to communicate information clearly for internal and external stakeholders including the general public.
  • Outstanding verbal and written communication skills
  • Knowledge of homeless services programs policies and operations.
  • Knowledge about best practices in housing and homelessness social welfare and other related fields.
  • Demonstrable skills with statistical software such as Power BI Looker and GIS.
  • Expertise with client level data systems including the Online Navigation and Entry (ONE) System
  • Experience working with a diverse workforce of people with different cultures backgrounds and perspectives.
