Job Summary

Position Description:

CGI Federal is seeking a Cost Estimator/Analyst to provide technical support for research analysis trade studies and testing to provide recommendations and plans for the development integration management and technical support for Unmanned Aerial Systems (UAS) programs projects systems subsystems components and support equipment to enable the Program Managers (PMs) to develop capability increase availability improve reliability and reduce the support costs of UAS programs. Specific consideration shall be focused on airworthiness; data interoperability; Information Assurance (IA); hardware interchangeability; testing and evaluation; maintenance management; data analysis; obsolescence management; and systems engineering practices. Tasks shall include performing Reliability Maintainability Quality Supportability and Interoperability (RMQSI) analyses and developing strategies as well as analyzing and recommending solutions for logistics testing independent Verification and Validation (IV&V) life-cycle and cost issues to refine and improve sustainability initiatives.

Establish as a basis for cost estimating a description of the salient features of systems and components to develop Cost Analysis Requirements Documents (CARD) or similar documentation. The use Automated Cost Estimating Integrated Tools (ACEIT) to integrate this data into schedules including critical path analysis schedule status subsystems reporting schedule risk analysis and CARDs including Program Office Estimates (POEs) Life Cycle Cost Estimates (LCCE) and Independent Government Cost Estimates (IGCEs). Analyze all schedules to identify risks as well as conducting trade-off analysis on potential alternative critical paths to identify the optimum choice.
Develop and analyze budget estimates LCCEs independent cost estimates and total ownership costs. Analyze the reliability and maintainability perceived for a function the absolute costs based on LCCE the cost targets for integrated subsystems available documentation for Commercial Off-the-Shelf (COTS) systems the cost for system qualification and testing and the final assembly and integration costs. Assess cost estimates for non-recurring engineering integration of components and subsystems software development average unit production cost for the production hardware reliability availability and operation and support cost estimates.
Assess operation support and sustainment strategies based on projected system and subsystem reliability including analysis of data such as meantime between repair meantime between failure rates level of availability and other logistics support parameters. Evaluate cost models to analyze system components for comparison to budget requirements. Where feasible assign probabilities to risk elements and utilize simulations to perform sensitivity analysis.
Analyze the value perceived for a function the absolute costs based on LCCE the cost targets for integrated subsystems available documentation for COTS systems the cost for system qualification and testing.

Required qualifications to be successful in this role:

6 Years Experience Security Clearance SECRET Level or Higher (Required)
Bachelors Degree (Required) or Masters Degree (Preferred).
Certified Cost Estimator/Analyst (CCEA) (Preferred) or Professional Cost Estimator/Analyst (PCEA)(Minimum Requirement).

Desired qualifications/non-essential skills required:
Certified Cost Estimator/Analyst (CCEA) (Preferred)
Project Risk Management Professional (PRMP) (Preferred)
Familiarity with RMQSI (Preferred) Familiarity with UAS (Preferred).

The determination of this range includes various factors not limited to skill set level experience relevant training and licensure and certifications. To support the ability to reward for merit-based performance CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $111600.00 - $195200.00.
