The purpose of an Operations and Grant Management Unit for the Employment and Training Division is to ensure the efficient and compliant administration of employment and training programs by overseeing operational processes and managing grant funding. Key objectives of this unit will include:
Grant Administration and Compliance: Oversight of federal and state grants from application to close-out ensuring funds are used appropriately and in alignment with grant requirements and compliance standards.
Resource Allocation and Budget Oversight: Manage the distribution of grant funds and operational budgets ensuring resources are allocated effectively to support Division goals and meet workforce development needs.
Operational Efficiency: Develop and optimize internal processes systems and workflows to support the smooth delivery of employment and training services and minimize administrative burden.
Program and Performance Monitoring: Track key performance metrics and outcomes for funded programs ensuring that programs meet both state and federal performance requirements and division objectives.
Risk Management and Audit Preparation: Identify and mitigate risks associated with grant funding regulatory compliance and operations preparing for internal and external audits as needed.
Stakeholder Communication and Reporting: Coordinate with stakeholders including community partners federal agencies and division leadership providing updates reports and compliance documentation to demonstrate program impact and accountability.
Training and Capacity Building: Support staff leaders and stakeholders in understanding grant requirements and operational policies working with the Divisions Engagement Communications and Training Team to provide training and guidance to improve grant administration reporting and compliance.
This unit plays a critical role in ensuring that the Employment and Training Division can effectively use grant funds to deliver impactful workforce programs supporting Colorados job seekers employers and economic vitality while maintaining transparency and accountability.
The Operations Manager within the Employment and Training Division is a critical role as it will be responsible for overseeing and optimizing the Divisions processes and procedures to support effective workforce development services throughout the Division and Colorados Public Workforce System. This position will be in charge of making sure that the programs and funding sources which the Employment and Training Division has oversight of are being managed appropriately that resources are utilized accordingly activities within the various areas are aligned with the grant and/or program outcomes or the Divisions goals and that efficiency occurs across all programs and operations. The Operations Manager will be responsible for working in tandem with the Associate Directors with regards to streamlining workflows overseeing quality assurance and ensuring compliance with state and federal guidelines. Nine (9) years of relevant experience in an occupation related to the work assigned to this position such as:
Proficiency in budgeting financial oversight and grant compliance particularly with federal and state funding sources.
Familiarity with relevant regulations and compliance requirements related to workforce development programs (e.g. WIOA WP and other federal discretionary grants).
Excellent written and verbal communication skills including the ability to effectively communicate with diverse stakeholders
Ability to review negotiate and manage contracts with vendors and service providers.
Strong analytical skills to interpret financial data identify trends and make informed decisions.
Expertise in using financial management software spreadsheet programs (Excel) and grant management systems.
A combination of related education and/or relevant experience in an occupationrelated to the work assigned equal to nine (9) years such as:

Procurement and Contract Management: Knowledge of procurement processes vendor selection and contract management to secure goods and services in alignment with organizational needs and compliance standards.
Colorado Workforce System: In-depth understanding of the structure programs and stakeholders within the public workforce system including expertise in overseeing federal and state grants performance tracking compliance and spending regulations.
Communication: Proficient in written and verbal communication including presenting complex information to diverse audiences both internally and externally.
Leadership: Ability to supervise mentor and coach staff to achieve high performance. Skilled in motivating teams guiding initiatives and holding team members accountable for results.
