JOB DESCRIPTION

JOB TITLE: Assistant Director EB Compliance

REPORTS TO: Director Multilingual Programs

WAGE/HOUR STATUS: Exempt

PAY GRADE: AI 4

PRIMARY PURPOSE:

The Assistant Director of Emergent Bilingual (EB) Compliance is an administrative leadership position responsible for overseeing the districts compliance with federal state and local requirements related to Multilingual and ESL programs. Working in close collaboration with the Director of Multilingual Programs this position ensures effective implementation monitoring and support of compliance systems for Emergent Bilingual (EB) services.

The Assistant Director of Multilingual Programs must act with integrity support organizational goals demonstrate the ability to inspire grow and motivate others utilize feedback drive for results and commit to championing the needs of the students employees and overall District.

QUALIFICATIONS:

Required:

  • Masters Degree in Education or related field
  • Three years experience in public school educational administration
  • Proven experience in EB Compliance
  • Direct experience as a certified Bilingual and/or ESL teacher

Preferred:

  • Texasteaching certification (Bilingual and/or ESL)
  • Effective verbal and written communication skills
  • In-depth knowledge of federal state and local laws and regulations pertaining to Emergent Bilingual (EB)/English Learner (EL) programs including Title III and the Every Student Succeeds Act (ESSA).
  • Expertise in bilingual and English as a Second Language (ESL) instructional models program evaluation and compliance requirements.
  • Strong understanding of accountability systems student assessment protocols and data reporting related to EB program compliance.
  • Proficient in analyzing and interpreting educational data to ensure program effectiveness and inform continuous improvement strategies.
  • Demonstrated ability to develop and implement monitoring systems to maintain compliance with programmatic and fiscal requirements.
  • Excellent written and verbal communication skills including the ability to prepare reports present findings and communicate with diverse stakeholders.
  • Skilled in developing training materials and leading professional development for educators and administrators.
  • Proficient in the use of educational technology and data management systems related to compliance and program evaluation.
  • Strong organizational leadership and problem-solving skills with the ability to manage multiple priorities.
  • Work collaboratively with all stakeholders in the area of Multilingual programs compliance Written and oral fluency in Spanish or Vietnamese.

MAJOR RESPONSIBILITIES AND DUTIES:

  • Attend professional learning to keep abreast of all federal state and local laws and policies.
  • Ensure district-wide compliance with all federal state and local laws policies and guidelines related to Emergent Bilingual (EB) programs including Texas Education Agency (TEA) regulations and Title III requirements.
  • Monitor implementation of Bilingual and ESL programs across campuses to ensure alignment with Texas Administrative Code (TAC) Chapter 89 and district goals Support Language Proficiency Assessment Committee (LPAC) processes including training documentation and compliance with timelines.
  • Assist in the collection analysis and reporting of student data including TELPAS STAAR and other required assessments to ensure program effectiveness and inform decisions.
  • Assist with program audits prepare compliance reports and respond to TEA monitoring and corrective action requirements.
  • Leads the training and technical assistance to district and campus staff regarding program requirements and compliance procedures in collaboration with Multilingual staff.
  • Support the development and revision of district policies and procedures related to EB services including parent communication and notification in accordance with federal and state requirements.
  • Collaborate with the Multilingual Programs Director to ensure equitable access to high quality instruction for EB students.
  • Spearhead and collaborate with the compliance team in the coordination of professional development focused on EB compliance.
  • Collaborate with the Multilingual Programs Director in budget planning and monitoring to ensure appropriate use of funds related to EB programs including Title III allocations Maintain accurate documentation records and PEIMS EB data to support compliance and program evaluation efforts.
  • Collaborates with the Multilingual Programs Director to complete the Bilingual Exceptions and ESL Waiver TEA report.
  • Analyze and act upon data pertaining to Bilingual and ESL programs.
  • Manage the review of campus records to verify the accuracy of student identification in ESL and bilingual programs.
  • Support campuses with the interviewing and screening of ESL and bilingual teachers as needed.
  • Promote positive community relations through effective communications and involvement.
  • Perform all other duties as assigned.

WORKING CONDITIONS:

The usual and customary methods of performing the jobs functions require the following physical demands: physical mobility standing prolonged sitting some lifting carrying pushing and/or pulling. This position will also require both traveling within the district and state wide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret TEC and policy; ability to apply knowledge of current research and theory ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
