You will be responsible for overseeing a portfolio that includes the management of our Child Protective Services teams leading collaboration with the Judiciary and legal community to enhance system-wide efficiency and effectiveness and supervising the After-Hours Program team to ensure continuity of services across all full-service branches beyond regular business hoursincluding evenings weekends and holidayswith a strong focus on child safety and support.

  • Lead Program Operations: Oversee the effective delivery of Child Welfare services across the Alberta Branch ensuring compliance with federal and state laws policies and performance outcomes.
  • Promote Equity and Inclusion: Foster a diverse culturally responsive and discrimination-free workplace where all individuals feel welcomed valued and respected.
  • Develop Workforce Capacity: Support staff through training performance management and professional development with a focus on cultural competence leadership and accountability.
  • Strengthen Community Partnerships: Build and maintain collaborative relationships with courts public/private agencies community organizations and multi-disciplinary teams to support holistic child welfare services.
  • Ensure Quality Service Delivery: Drive continuous improvement through performance monitoring data-driven assessments and feedback from staff and community partners to enhance client outcomes.
  • Manage Resources Effectively: Oversee budgeting personnel decisions facility needs and reporting to ensure efficient ethical and strategic use of resources.
  • Uphold ODHS Core Values: Demonstrate integrity professionalism innovation and a strong commitment to service equity and stewardship in all aspects of leadership and service delivery.
  • Champion Client-Centered Practices: Implement systems that ensure coordinated family-focused case management and comprehensive services for children and families.
  • Engage in Strategic Planning: Contribute to district and statewide planning efforts including the development implementation and evaluation of Child Welfare strategies and policies.
  • Represent the Program Publicly: Serve as a spokesperson for the agency educating the public on child welfare issues and promoting awareness of abuse prevention efforts.

Minimum Qualifications

  • Six years of supervision management or progressively related experience; OR three years of related experience and a bachelors degree in a related field.

Essential Attributes

We are looking for candidates with:

  • Proven Leadership in Child Safety: Experience leading dynamic high-impact programs focused on child safety including crisis management and service delivery in fast-paced environments.
  • Expertise in Child Welfare: Background in child welfare or related safety programs with a strong understanding of relevant policies regulations and best practices.
  • Data-Informed Decision Maker: Skilled in analyzing internal data and aligning with state and federal guidelines to improve outcomes and guide strategic program decisions.
  • Collaborative Community Partner: Demonstrated ability to build and maintain effective equity-driven partnerships with community organizations courts and service providers with a strong focus on those serving and supporting communities of color and other historically marginalized groups.
  • Equity-Focused Leadership: Deep commitment to equity with proven strategies for addressing systemic barriers and integrating culturally responsive practices into service delivery.
  • Culturally Competent Supervision: Experience incorporating cultural valuesespecially from Spanish-speaking communitiesinto organizational leadership staff supervision and program design.
  • Strong Operational Oversight: Proficient in managing sensitive information supervising complex systems and ensuring compliance with laws and policies.
  • Supportive Workplace Champion: Demonstrated ability to foster a positive inclusive work environment grounded in family-centered values and employee well-being.

Preference will be given to candidates that are bilingual in Spanish and English.

Working Conditions

  • This position requires strong leadership in engaging and coordinating efforts across the District with a diverse group of ODHS employees local government officials nonprofit organizations clients and other partners and service providers. You will be managing 24-hour service delivery operations which include crisis and after-hours work.
  • May have to deal with frustrated or upset customers employees and work with multiple partners with conflicting requirements. Much of the work is performed under pressure of time or adverse circumstances.
  • Non-traditional work hours including overnight stays and frequent work after traditional working hours. Frequent travel to Salem for meetings and committee work. Regular travel within the district.
  • This is a full-time on-site position based at our Alberta Child Welfare location 30 N Webster St Portland OR 97217. Frequent in-person attendance is required.
  • Candidates must have a valid Oregon drivers license.
  • Finalists must be cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint-based criminal records check.
