The Oregon Department of Environmental Quality has a full-time opportunity available for a Senior Enterprise System Architect (Information Systems Specialist 7) in Portland Oregon.

This position is limited duration for 12 months with the potential of being extended or made permanent pending Budget and Legislature approval.

About DEQ!

The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the states natural resources. Here is a video about DEQ: Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting budgeting information systems human resources health and safety training policy and organizational development purchasing and facilities management. The division serves headquarters and 3 regional divisions the Vehicle Inspection Program and the Laboratory and Environmental Assessment Division. Services are provided for over 800 positions various local and regional governments and directly to citizens.

What you will do!

You will coordinate and provide strategic direction enterprise-wide planning research design development implementation and operational support of Agency-wide hardware/software computer facilities. This includes server operating systems and local and wide-area network communications security (physical network wireless network firewalls and central system computing facilities (computer room)) which support agency-wide programs for the management of environmental quality. You will also be responsible for aspects of security management which includes a multi-platform environment with other 800 user accounts and 3 security platforms.

What are we looking for

Minimum Qualifications:

  • 6 years of information systems experience OR
  • 4 years of information systems experience and an Associates degree in computer science information technology or a related field OR
  • 2 years of information systems experience and a Bachelors degree in computer science information technology or a related degree OR
  • Masters degree in computer science information technology or a related field.

Candidates who are most competitive will also reflect the following desired attributes:

  • Demonstrated ability to write information systems security documentation including alerts policies procedures and standards.
  • Experience providing enterprise-level technical and security controls coordination between multiple entities within a federal state and/or local government environment.
  • Demonstrated experience creating configuration requests testing and maintaining implemented firewall rules and related security infrastructure devices (e.g. Palo Alto Cisco F5 pfSense etc.)
  • Demonstrated experience configuring administering and maintaining cloud security infrastructure objects (e.g. Palo Alto NGFW for Azure NGFW for Amazon Web Services Azure-native firewalls Native WAFs Native Bastions etc.)
  • Extensive knowledge of cloud information security concepts best practices application of NIST standards and CIS controls.
  • Knowledge of information security concepts best practices application of NIST standards and CIS controls
  • Demonstrated experience and application of Information Technology Infrastructure Library concepts in an enterprise environment (e.g. change incident and release management).
  • Demonstrated ability to support enterprise-level development operations including application deployments security certificate creation and application configuration management.
  • IT acumen including a broad knowledge of and ability to use a variety of computers software scripting languages application programming interface connectivity networking and security information systems.
  • Expert knowledge of and experience with Microsoft software Cisco networking cloud-based solutions and general IT security standards.
  • Experience being responsible for security management in a multi-platform environment.
  • Experience providing strategic direction research design development implementation and operational support for hybrid server-based infrastructures and solutions cloud-based infrastructures and solutions and local and wide-area network communications security including physical network wireless network firewalls and central system computing facilities.
  • Ability to use critical thinking and analytical skills to form independent judgment initiative and decision-making; ability to work independently as well as in a team environment.
  • Demonstrated understanding of the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity equity inclusion and belonging.
  • Excellent verbal and written communication skills and customer service skills; successful use of tact diplomacy and good judgment to communicate clearly and effectively with employees at all levels sometimes in stressful situations and often to ensure compliance with laws rules and regulations.
  • Ability to prioritize workload to meet changing priorities complicated assignments and tight deadlines.

This position will be based out of DEQs Headquarters office in Portland however the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop monitor keyboard mouse and cell phone) for an employee to successfully work from home. At DEQ sites you will have access to a workspace however it may be shared with other employees.

This position requires occasional travel on official State business for meetings trainings conferences seminars and public hearings some of which may include evening work overnight stays and /or weekend work. You may need to work outside of regular business hours to respond to emergencies such as system malfunction as needed.
