Position Overview

Seeking an experienced Program Manager to lead complex technology infrastructure and Identity and Access Management (IAM) programs in support of Federal Student Aid (FSA). The Program Manager will oversee the complete project lifecycle from planning and design through implementation and sustainment ensuring delivery of secure innovative and compliant IT solutions within scope budget and schedule.

Key Responsibilities

Plan organize and manage the full lifecycle of IT infrastructure and IAM projects including servers mainframes storage databases and network systems.
Lead solution planning design programming testing and implementation phases.
Define project scope requirements milestones and deliverables while managing priorities and deadlines.
Acquire and allocate project resources coordinating with internal teams external providers and subcontractors.
Direct solution roadmapping efforts transforming vision into executable strategies that align with organizational objectives.
Provide technical leadership and coaching to project teams ensuring alignment with ITIL and agile best practices.
Monitor and control project progress resolve risks/issues and ensure delivery of high-quality outcomes.
Conduct technological research to identify and apply innovative solutions that drive organizational objectives.
Communicate effectively with senior government officials key managers and stakeholders to ensure project success.

Required Qualifications

9 years of experience in IT program management serving as Program Manager Deputy PM or Senior Project Manager.
Strong technical background in Information Technology Identity and Access Management (IAM) and AWS GovCloud systems/services.
Project Management Professional (PMP) certification required.
Proficiency in ITIL Foundation processes and managing agile development teams.
Demonstrated experience delivering IT projects successfully on time and within budget.
Expert knowledge of recent advances in computer science and engineering.
Excellent written and verbal communication skills with experience briefing senior government officials.
Ability to manage cross-functional teams and coordinate with diverse stakeholders.
Must have and maintain a Public Trust (Tier 4/6c) clearance.
