We are seeking a Quantity Surveyor to be responsible for leading procurement and contract activities across EPC marine or terminal projects.
This role manages end-to-end sourcing tendering negotiation and contract administration to ensure timely compliant and cost-effective delivery of goods and services.
The incumbent also supports quality and performance monitoring supplier relationship management and continuous process improvement in alignment with company standards and project objectives.
Responsibilities
1. Strategic Procurement & Contracting
Develop and execute procurement and contracting strategies aligned with project scope budget and timelines.
Prepare and manage RFQs RFPs and ITTs including bid evaluation and recommendation reports.
Negotiate contract terms pricing and commercial conditions to secure best value and mitigate risk.
Ensure contracts comply with company policy legal requirements and industry standards (FIDIC / NEC).
2. Tender & Supplier Management
Conduct supplier pre-qualification evaluation and performance monitoring.
Maintain an updated vendor database and support audits for compliance and capability.
Build and sustain strong supplier relationships to drive continuous improvement and reliability.
3. Cost & Quality Control
Support budgeting cost forecasting and spend analysis activities.
Collaborate with Engineering and QA/QC teams to ensure materials and services meet required technical and quality standards.
Oversee inspection measurement and verification processes for procured items and subcontractor deliverables.
4. Change Claims & Contract Administration
Review variation requests contract amendments and claims in coordination with project and legal teams.
Monitor contract execution track deliverables and manage deviations or disputes.
Maintain accurate documentation and contract registers for audit and reporting purposes.
5. Process Improvement & Governance
Identify opportunities to optimize procurement workflows enhance transparency and strengthen compliance.
Track and report key procurement KPIs (cost efficiency lead time compliance supplier performance).
Contribute to internal audits risk assessments and best-practice initiatives across the procurement function.
Requirements
Bachelor’s degree in Engineering Supply Chain Business or a related discipline.
5–10 years of relevant experience in procurement contract management or cost control within EPC Oil & Gas Petrochemical or Marine industries.
Proven expertise in tender management contract negotiation and vendor performance management.
Good understanding of contract types (EPC lump-sum cost-plus turnkey service contracts).
Strong analytical and problem-solving skills with attention to detail and commercial awareness.
Proficiency in MS Office and ERP / contract management systems (SAP Ariba Oracle Aconex etc.).
Excellent communication and stakeholder-management skills across multicultural teams.
Ability to work independently while collaborating effectively within project and cross-functional teams.
