PRIMARY PURPOSE:
Perform complex purchasing practices to include planning organizing coordinating and preparing specifications procurement documents and maintaining detailed records of items purchased by the District in the most efficient and cost-effective manner possible in the best interest of District staff and students.
QUALIFICATIONS:
Education/Certification:
Bachelors Degree preferably in Business Administration preferred.
Special Knowledge/Skills:
Demonstrated knowledge of purchasing methods and procedures purchasing sources prices market factors product characteristics general and technical specifications departmental policies and procedures; and of laws controlling governmental /educational purchasing operations.
Specialized training in procurement
Computer literate Microsoft Word Access and Excel software experience required.
Experience:
Three (3) years in a procurement-related position in a public entity preferred.

Daily Rate pay range:
Minimum: $ 242.30
Maximum: $ 338.06
Note:Starting pay for a new hire in a pay range plan will be determined individually based on each persons job-related experience and salaries paid to peer employees in the same position with similar experience.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Supervise the distribution of bid invitations to vendors.
- Prepare and/or review bidding documents within the District to include schedules bid ads bid invitations general terms and conditions vendor lists bid files invitation to bid documents tabulations recommendations notification of award documents etc.
- Write review and modify specifications for supplies and equipment.
- Collaborate with Departments/Campuses in preparing reviewing and recommending specifications used as a basis for bids from Departments/Campuses.
- Collaborate with Departments/Campuses in reviewing tabulations and analyses of bids to determine the best value and preparing recommendations for presentation to the Board of Trustees.
- Attend School Board Meetings as necessary.
- Prepare and review contract agreements notices to proceed change orders addendums amendments renewals and other contract documents related to the bidding process.
- Communicate effectively with District Staff as well as present and prospective vendors on matters relating to bids and purchases.
- Exercise independent judgment with considerable authority within established state and district purchasing procedures under general direction.
- Advise the Departments/Campuses on the proper interpretation and application of bidding policies and regulations.
- Prepare correspondence drafts between the Districts Departments/Campuses and Vendors regarding the purchase requirements delivery and quality of merchandise; and assist in reviewing and negotiating the settlement of complaints.
- Assist in coordinating the use of districts Inter-Local Cooperative Agreements.
- Maintain files of documents and materials for purchasing activities with regard to the bidding process.
- Recommend rejection of items that do not meet specifications to Supervisors and Departments/Campuses.
- Review purchasing reports and make recommendations for necessary additional bids and suggestions for item selections in existing and future bids being prepared.
- Collaborate and share information with the Purchasing Director and Purchasing Coordinator regarding bids/quotes contracts and District purchasing trends.
- Follow McAllen ISD customer service standards.
- Perform other duties assigned by immediate supervisor (primary evaluator).
