PROGRAM: The Northern Neck Regional Special Education program consists of special education
students from Richmond and Lancaster County Public Schools. There are currently three classrooms in
Richmond County and four classrooms in Lancaster County.
PRIMARY FUNCTION: Position is responsible for the leadership administration and supervision of
the Northern Neck Regional Special Education program. The NNRSEP is composed of students from
Lancaster County and Richmond County Public Schools.
REPORTS TO: Executive Superintendent of the Northern Neck Regional Special Education Program
and the participating superintendent. Works with the special education directors the school
administrators and staff within the Lancaster and Richmond County Public School systems.
MINIMUM QUALIFICATIONS: Have a Bachelors Degree and certification in Special Education;
Masters Degree in Special Education preferred.
- Must have (or be eligible to receive) an endorsement in administration and supervision.
- At least 5 years of successful classroom teaching experience in a school setting as a special education teacher; collaborative setting preferred.
- Demonstrate an advanced understanding of instructional strategies for students with autismdevelopmental delay specific learning disabilities intellectual abilities and behavior disorders.
- Experience with using online IEP programs.
- Demonstrate excellent oral and written communication skills and the ability to communicateeffectively with a diverse group of colleagues parents families and community members.
- Have excellent time-management skills attention to detail and ability to work independently.
ESSENTIAL TASKS: - Conduct educational evaluations of staff members. - Establish and communicate
a philosophy of least restrictive environment for serving regional special education needs students. -
Guide the development and implementation of long-range and short-range plans for achieving special
education goals and objectives in alignment with the school divisions strategic plan. - Direct special
education services for all students with disabilities and ensure that students have access to the school
divisions core curriculum. - Collaborate with school-based administrators and central office
administrators regarding the discipline of students with disabilities. - Facilitate and/or participate in all
matters of dispute resolution with the Virginia Department of Education and the Office for Civil Rights
pertaining to students with disabilities; manage mediation and due process procedures. - Provide accurate
and timely data to the Virginia Department of Educations State Performance Plan for evaluating
outcomes for students with disabilities. - Develop monitor supervise and manage all aspects of the
annual budgets for special education and audiology services; coordinate budget requests with individual
schools relative to instructional programs. - Coordinate the implementation of federal and state grant
applications. - Monitor compliance with School Board Policies and Regulations and work with the School
Board attorney to develop required policy changes. - Maintain open lines of communication regarding
special education with all interested parties respond to concerns of parents teachers building and central
office administrators and community members. - Maintain accurate database and files of former and
current students served in special education. - Prepare reports and information for the school board
including the Special Education Annual Plan and the application for federal funds. - Conduct ongoing
needs assessments collect and analyze data evaluate special education program initiatives. - Advise on
the design furnishing and equipment for special education classrooms and facilities. - Work with the
schools special education directors to assist in planning implementing and facilitating professional
development/in-service for school staff assigned the responsibility of delivering and overseeing the
special education services/process in their buildings. - Engage all new staff members in effective
induction procedures and facilitate continued professional development through ongoing training
opportunities within the division. - Plan and implement professional development; involve staff in
continuous improvement through self-evaluation and goal setting. - Serve as the school divisions liaison
in all matters concerning special education. - Maintain a communication network with the two special
education directors in the two participating school systems. - Assist Department of Human Resources
with screening special education applicants as needed. - Work with the technology departments to oversee
implementing and ordering the technology needs of the regional special education program. - Perform
related work as required.
TERMS OF EMPLOYMENT: Full Time - Extended Contract - 11 or 12 month employee.
EVALUATION: Performance will be evaluated in accordance with administrative regulations on
evaluation of certificated personnel.
