Graduate degree in a human service area (i.e. rehabilitation counseling special education guidance & counseling psychology social work child & family community services) as required by an accredited college or university
OR
A graduate degree that leads to licensure as a licensed professional counselor by the Ohio Counselor & Social Worker Board.
OR
Completion of graduate degree in other related vocational rehabilitation areas (e.g. rehabilitation management/administration from an accredited college or university).
OR
Completion of graduate field of study in human services area (i.e. same examples as cited previously) as required by accredited college or university AND 12 months experience as Rehabilitation Program Specialist 1 69731.
OR
In Ohio Department of Mental Health & Addiction Services only licensed certified or registered clinical professional per OAC(E) Personnel Requirements (2).
OR
In Ohio Department of Developmental Disabilities only 4 years experience in private or governmental agency responsible for habilitative &/or rehabilitative programs development in developmental disabilities (i.e. working with individuals with developmental disabilities) AND a bachelors degree in professional human services field (e.g. psychology education anthropology) in accordance with provisions of 42 CFR 483.430(b)(5)(x) & interpretive guidelines issued by centers for Medicaid & Medicare services.

  • Hourly wage will be paid at step 1 unless otherwise specified by collective bargaining agreement or rules outlined in the ORC/OAC.
  • The final candidate selected for the position will be required to undergo a criminal background check. RuleBackground Investigations for Employment outlines disqualifying offenses that will preclude an applicant from being employed by the Department of Developmental Disabilities.
  • No additional materials will be accepted after the closing date; in addition you must clearly demonstrate how you meet minimum qualifications.

Job Duties:

  • Works with agency staff to gain knowledge & understanding of other responsibilities related to non-state operated ICF/IID program including but not limited to pre-approval of renovations change of operators reimbursement methodology etc.
  • Assists immediate supervisor in the calculation of annual ICF rates initial rates for downsizing new and Change in Operating Provider (CHOP) ICF providers & updates to rates for pediatric outliers.
  • Performs franchise permit fee calculation to ensure compliance with federal requirements.
  • Enforces provider quarterly payment process working with Ohio Department of Medicaid (ODM) to confirm & track receipt of quarterly provider franchise fee payments.
  • Leads testing of Automated Cost Report (ACR) software Perseus & Medicaid Information Technology System (MITS) programs & participates in the transition of the software to an online submission system.
  • Complete desk review process reviewing each cost report & researching any potential cost report errors (includes review of appropriate Ohio Revised Code Ohio Administrative Code & federal regulations contacting providers etc.) ensuring effective administration of Medicaid rules & agency policies are followed.
  • Reviews habilitation needs of individuals who reside in non-state operated Intermediate Care Facilities/Individual Intellectual Disabilities (ICF/IID) & compares documentation of services provided to individuals to ensure reported assessment data is in accordance with rules.
  • Creates maintains & modifies a tool to evaluate accuracy & consistency of non-state operated ICF/IID providers who complete an acuity tool used in Ohio (e.g. Individual Assessment Forms (IAFs) &/or Ohio Developmental Disabilities Profile (ODDP).
  • Conducts reviews in accordance with the departments policies & procedures - includes on-site reviews of facilities interviews with individuals guardians providers & county board staff review of records & documentation of services to ensure that providers & county boards report assessment data in accordance with applicable federal & state statutes administrative rules regulations & procedures. Develops & writes reports in accordance with office procedures. Prepares & coordinates summary results containing recommendations of appropriate action resulting from information gathered through the review process. Assists in implementation of any necessary action(s).
  • Coordinates outlier determination process for placement in an outlier ICF/IID program.
  • Advises ICF/IID facility staff County Board of Developmental Disabilities & DODD personnel related to interpretation & implementation of applicable non-state operated ICF/IID Rules & regulations.
  • Responds to calls e-mails etc. regarding questions related to non-state operated ICF/IID program.
  • Performs other duties as assigned by immediate supervisor or Deputy Director of Medicaid including providing relief assistance to other operational areas.
