We are recruiting a strategic and equity-focused individual to fill one Agency Administrative Manager position that will serve as the Fiscal Manager for the Human Services Department (HSD). Reporting to the Deputy Director the position supervises a team of eleven fiscal professionals to manage the nearly $100 million departmental budget with 200 employees providing critical community services from Head Start to Senior and Homeless Services.

The position is responsible for managing a complex budget composed of federal state and local grant funds as well as general purpose funds and revenue. This position is vital to ensuring compliance with relevant policies laws and regulations. The incumbent will oversee the management of annual audits for the Department and monitor grant deliverables and timelines.

This role is central to ensuring Oakland delivers critical services ranging from Head Start services to homeless support programs to residents who rely on them the most. The Fiscal Manager supports the Executive Team in monitoring expenditures and identifying opportunities to increase efficiencies and maximize the impact of resources on community services. This position also leads the departments two-year budget development process and contracting requirements.

Under general direction the Fiscal Manager uses operational decision making in the direction and coordination of support operations including the departments budget personnel and contracting function; plans organizes manages and directs the review and implementation of department projects; functions as the liaison for the department with other City departments and performs related duties as assigned.

What you will typically be responsible for:
  • Serving as the Directors chief fiscal advisor providing strategic guidance to ensure financial decisions align with the Mayor community and city council priorities.
  • Managing a complex budget composed of federal state and local revenues and ensuring compliance with the associated regulations and managing annual audits.
  • Overseeing the development of HSD fiscal procedures and policies.
  • Managing agency fiscal operations including accounts payable and receivable purchase orders loan servicing and loan accounts and review and development of fiscal policies and procedures and handling of funds.
  • Preparing and/or reviewing analytical reports prepared for the City Administrator City Council or commissions concerning agency affairs.
  • Directing and managing the preparation of the agency budget and reviewing subordinate division budget preparations.
  • Reviewing City Council agenda materials and staff reports.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification.

Education:
A certificate of completion of a paralegal program or a degree from a postsecondary Bachelors degree from an accredited college or university in public or business administration accounting or related field. A Masters degree is desirable.

Experience:
Three (3) years of experience performing progressively responsible and complex administrative and managerial duties including a two years of supervisory experience.

Supplemental Information

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules per Charter Section 902.
