SUMMARY
Were seeking a detailed-orientated and mission-driven Senior Grants Budget Officer to support CRTPOs Financial Officer in managing the organizations financial operations. This hybrid role offers a blend of in-office collaboration and remote flexibility ideal for professionals who thrive in both structured and independent work environments.
Major Duties and Responsibilities
As a strategic partner to the Financial Officer you will:
Oversee and monitor federal planning grants FHWA PL 104(f) planning grant funds and FTA Section 5303 planning grant funds as well as Surface Transportation Block Grant-Direct Attributable (STBG-DA) funds.
Prepare quarterly reimbursement requests and track grant-eligible expenditures.
Support the development and execution of the Unified Planning Work Program (UPWP).
Manage the local cost share process including invoicing member jurisdictions.
Collaborate with the Business and Financial Services Manager on budget planning and execution.
Provide oversight and coordination for the Grants Management Committee.
Monitor discretionary funds (CMAQ TAP STBG-DA) supporting local transportation projects.
Coordinate with CATS on FTA funds (Sections).
Track and support reimbursement for SAFER and Comprehensive Safety Action Plan grants.
Contribute to other financial and administrative initiatives as needed.
Knowledge Skills & Abilities
Strong knowledge of municipal finance budgeting and administration.
Experience with federal and state funding polices and grant compliance.
Analytical skills to interpret financial reports and identify trends.
Proficiency in Microsoft Office Suite and financial management tools.
Excellent communication skills and a collaborative service-oriented mindset.
Ability to work independently and build relationships across departments and jurisdictions.
Experience with Federal and State funding policies and requirements.
Minimum Qualification
Bachelors degree in accounting finance public administration or a related field.
At least three (3) years of relevant experience; or any equivalent combination of education and experience.
Proven experience in grants management especially within a public sector or transportation context.
CONDITIONS OF EMPLOYMENT

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
