Job Summary

Description
Oversees the day-to-day operations of transportation routing and information systems and operations. Operates systems databases and software to research gather and report data. Makes recommendations for changes and enhancements to automated business systems. Supervises support staff. Performs other duties as assigned.

Responsibilities


EXAMPLES OF DUTIES:

  • Supervises automated applications including RouteFinder Plus Automated Vehicle Locator and GPS Medicaid Monitoring.
  • Oversees leads and coordinates various automation and operational improvement initiatives. Provides daily coordination of routing updates SIS assignments and data transfer.
  • Supervises the routing systems technicians and conducts annual appraisals of their work.
  • Provides technical support to the Department of Transportation operations staff contractors and others. Performs file maintenance functions for Transportation files.
  • Participates in the development maintenance and enhancement of automated business systems. Identifies and documents issues to improve software performance and staff performance within the Department of Transportation. Trains users regarding system enhancements and changes.
  • Serves as the project manager for specified automated system projects. Tracks and reports project status. Uses automated systems to research gather and report data.
  • Documents workflow and makes appropriate recommendations to improve the offices operational effectiveness including steps required to develop and/or modify automated systems.
  • Performs other duties as assigned.


Qualifications



MINIMUM QUALIFICATIONS



Education Training and Experience:

  • Graduation from an accredited college or university with a bachelors degree in computer science information technology or a related field. Three years professional experience in a related field. Supervisory experience preferred. Experience with electronic routing systems is strongly preferred.
  • Note:Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Knowledge Skills and Abilities:

  • Thorough knowledge of automated business systems and reporting tools. Knowledge of networked computers and associated hardware and software.
  • Skill in analyzing and evaluating administrative processes for automation. Skill in operating maintaining and administering automated systems. Skill in troubleshooting system malfunctions. Skill in training and assisting end users. Skill in communicating effectively.
  • Ability to learn applicable Federal Medicaid laws. Ability to learn office automated systems. Ability to establish and maintain effective working relationships.



PHYSICAL AND ENVIRONMENTAL CONDITIONS:

  • The duties of this class entail the lifting and carrying of objects such as computers printers and related system hardware components.

GRADE:

Grade 05 - 12 Month OPE Pay Scale

SALARY: $76157 to $120097 (Annual Salary Scale for Exempt 12-Month Employees Represented by BCPSOPE 2025-2026 Effective September 20 2025) Visit the BCPS Office of Payroll website for additional information on pay scales other compensation and leave accruals at COMPENSATION: This position may be eligible for comp time. Visit the BCPS website to review the OPE Master Agreement for additional information at OF EMPLOYMENT: Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contracted and directed to do so.

Employees in this class may be assigned to work nights evenings weekends and/or holidays. Employees are subject to call to duty in emergencies and may be required to work beyond their regularly scheduled hours with little advanced notice.

  • All people employed by the Baltimore County Public Schools regular and temporary are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts will be required upon hire and must be sent via escript/clearinghouse from your university.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
