WOMEN ECONOMIC EMPOWERMENT SPECIALIST ELEVATE Project (Economic Livelihood Capabilities and Violence Elimination for Women)

Role of Purpose:

ELEVATE (Economic Livelihood Capabilities and Violence Elimination for Women) is a 48-month initiative led by Save the Children Indonesia in partnership with Forum Pengada Layanan (FPL) and several local civil society organizations in South Sulawesi. Implemented across 20 villages in the districts of Luwu North Luwu and East Luwu the project aims to protect women and girls from gender-based violence (GBV) and empower them economically. The action responds to the high prevalence of GBV economic dependency among women and systemic barriers to accessing protection and livelihood services. It integrates survivor-centered GBV response systems with womens economic empowerment (WEE) strategies aligned with national priorities (e.g. RPJMN UU TPKS) and international frameworks such as the EU Gender Action Plan III and SDG 5.

The project has two specific objectives: (1) strengthening the capacity of duty bearers and stakeholders to deliver integrated GBV prevention and response services; and (2) enabling women including GBV survivors to access improved livelihoods and financial independence. Key activities under the first objective include the formation of community-based task forces development of joint service protocols policy advocacy and comprehensive capacity building for frontline actors and local CSOs. Under the second objective ELEVATE empowers women through agency-building workshops gender-transformative training (GALS) financial literacy sessions village savings and loans associations (VSLA) and the establishment or revitalization of integrated business hubs. These interventions are designed to dismantle harmful gender norms increase womens agency and promote local ownership.

TheWomens Economic Empowerment (WEE) Specialistholds the primary responsibility for ensuring that womens economic empowerment perspectives are fully integrated throughout the ELEVATE Projects design implementation and MEAL (Monitoring Evaluation Accountability and Learning) processes. This specialist willwork in deep collaboration with field implementation partners such as SCF and other local CSOs to translate this integrative approach into action. The role is central to expanding livelihood opportunities fostering financial autonomy and intentionally addressing the structural and social barriers that hinder womens economic participation.

A key focus of this collaboration is toprovide targeted support to partnersin designing and delivering interventions that specifically meet the needs of women and girls who are survivors of gender-based violence (GBV). This ensures that GBV survivors gain access to safe sustainable and dignified income-generating pathways. The WEE Specialist will achieve this byguiding partnersto facilitate access to finance through Village Savings and Loan Associations (VSLAs) connect womens businesses to integrated business hubs like PLUT and provide technical assistance in production marketing and business management.

By combining efforts in institutional capacity strengthening inclusive governance and economic empowerment the WEE Specialist plays a pivotal role in driving long-term progress.In close synergy with the Gender Specialist and all consortium partners this position ensures that economic initiatives directly contribute to the projects overarching goals of advancing gender equality reducing economic vulnerabilities and breaking the cycle of violence against women. This integrated collaboration is fundamental to creating a holistic and sustainable impact in Tanah Luwu.

The post holder will contribute to the achievement of all the global KPIs on Operations Delivery some of the KPIs on Awards management and all Risk and financial management KPIs in relation to the program.

In the situation of major humanitarian emergency the post holder will expect to work outside the normal role profile and be able to vary working hours accordingly. Furthermore there is also a possibility for temporary relocation to disaster affected area.

What You will do:

Economic Empowerment

  • Design and implement livelihood and financial inclusion initiatives that expand womens access to decent work entrepreneurship and digital/market opportunities.
  • Support survivors of GBV in accessing safe sustainable and dignified income-generating pathways.
  • Facilitate access to financial literacy VSLA training and enterprise development tailored to womens needs.
  • Facilitate womens access to skills development financial literacy and market linkages.
  • Promote innovative approaches to reduce structural barriers including unpaid care burdens mobility restrictions and gender-based discrimination.
  • Support the development and formalization of joint frameworks (e.g. MoUs SOPs referral pathways) that clarify stakeholder roles and responsibilities in advancing women economy empowerment outcomes.
  • Ensure economy empowerment considerations are mainstreamed across program planning implementation and MEAL activities in alignment with national policies and global standards.

Partnership Governance and Strategic Collaboration

  • Facilitate coordination among government agencies private sector actors CSOs and academic institutions to strengthen womens economic empowerment frameworks.
  • Support the establishment and operationalization of inclusive governance mechanisms that address WEE and GBV-responsive services.
  • Build partnerships with private sector actors to expand womens access to value chains inclusive supply chains and decent work. Act as a strategic facilitator promoting collaboration among government agencies private sector actors civil society organizations and academic institutions.
  • Contribute to policy advocacy and dialogues to advance gender-responsive economic reforms.
  • Establish and strengthen partnerships that advance womens economic rights support survivors of GBV and enhance access to inclusive services.
  • Work in close coordination with the National Office Partnership team to ensure complementarity of roles and avoid duplication. The Specialist will focus on operationalizing and contextualizing partnership approaches at the sub-national level while drawing strategic direction and technical guidance from the National Office.
  • Contribute to the implementation of the National Offices localization and partnership strategy by strengthening local systems enhancing partner capacities and fostering equitable partnerships with local stakeholders.

Capacity Building and Knowledge Sharing

  • Strengthen institutional capacity of government CSOs and local partners to design and implement gender-responsive and WEE-focused programs.
  • Provide training mentoring and technical support to project staff and stakeholders on integrating WEE and GBV considerations.
  • Develop and disseminate practical tools training modules and guidelines to enhance program quality.
  • Document and share lessons learned case studies and best practices to influence policy and practice.

Monitoring Learning and Reporting

  • Support MEAL Specialist in tracking partnership indicators and conducting stakeholder satisfaction assessments.
  • Develop and apply gender-sensitive indicators to measure progress and outcomes on WEE and GBV-related interventions.
  • Identify partnership risks and propose mitigation strategies ensuring transparency inclusiveness and accountability.
  • Lead the collection analysis and reporting of evidence on womens economic empowerment achievements.
  • Ensure timely accurate and high-quality reports are delivered to donors and stakeholders.
  • Contribute to project learning reviews and ensure knowledge is captured shared and applied across the project.

General

Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesias policies and practice with respect to child protection code of conduct health and safety equal opportunities and other relevant policies and procedures.

What We need:

Essential:

  • Bachelors degree business and or gender Studies Social Development International Relations Public Policy or a related field with a minimum of three (3) years of professional experience in managing women economic empowerment-focused programs. Proven track record in leading integrated and holistic initiatives that promote gender equality strengthen GBV prevention and response systems and support sustainable outcomes for womens empowerment.
  • Demonstrated ability to engage government institutions civil society organizations and other key stakeholders in the design and implementation of women economy empowerment and GBV-focused programs within complex social and development contexts.
  • Strong facilitation negotiation and convening skills.
  • Good understanding of the political institutional and economic landscape in South Sulawesi.
  • Excellent interpersonal communication skills in Bahasa Indonesia; working proficiency in English.

Desirable:

  • Experience in designing and implementing gender equality and GBV prevention and response programs with a strong understanding of community-based protection and womens empowerment approaches.
  • Good technical expertise in gender and economic inclusion particularly in policy reform market systems and entrepreneurship.
  • Familiarity with EU-funded programs and compliance standards.
  • Prior work experience in South Sulawesi or Eastern Indonesia.
  • Commitment to and understanding of Save the Childrens aims values and principles including rights-based approaches.
