Job Summary

Overview

The Vermont Department of Corrections is seeking a strategic experienced leader to serve as Program Services Director overseeing the development implementation and evaluation of statewide offender programs. This senior leadership-level role includes leadership of services for offenders including womens services work programs and behavioral change initiatives (e.g. domestic violence sexual offending and violence prevention). The Director also provides administrative oversight of the Community High School of Vermont (CHSVT) ensuring its successful integration into the corrections system.

The position requires high-level collaboration with Department executives policy development resource and personnel management and active participation in strategic planning. The Director plays a key role in aligning correctional programming with agency-wide goals emphasizing customer service holistic care strengths-based relationships and results orientation.

Reporting to the Deputy Commissioner the Director exercises independent judgment in both routine and emergency situations representing the Department in legislative media and national professional settings.

Environmental Factors

Duties are performed mainly in a standard office setting but with significant need for meetings at correctional facilities and in community settings. Private means of transportation must be available for required travel. The nature of the duties may entail significant amounts of evening and weekend activity. Pressure of deadlines budgetary constraints need for program revisions and interaction with staff who may promote different concepts and objectives are frequent aspects of the role. Involvement in adversary hearings and court cases may occur. Although direct contact with inmates is limited such situations may arise creating a potential for physical assault and injury.

Minimum Qualifications

Masters degree in psychology social work public administration education criminal justice or a related human services field AND three (3) or more years of experience in a human services or criminal justice program management.

OR

Bachelors degree in psychology social work public administration education criminal justice or a related human services field AND five (5) or more years of experience in a human services or criminal justice program management.

Preferred Qualifications

Supervisory or managerial experience in corrections. Professional level program services experience in correctional education and/or correctional workforce development and/or services for women offenders and/or cognitive behavioral programs for offenders addressing violence sex offense and domestic abuse.

Special Requirements

Candidates must pass any level of background investigation applicable to the accordance with AHS Policy 4.02 Hiring Standards Vermont and/or national criminal record checks as well as DMV and adult and child abuse registry checks as appropriate to the position under recruitment will be conducted on candidates with the exception of those who are current classified state employees seeking transfer promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
