Police Sergeant

POSITION SUMMARY

The position of Sergeant supports the mission of Chattanooga State Community College Police Department to foster and maintain a safe and secure environment for its students faculty staff and visitors by overseeing department personnel and providing administrative support. The position of Sergeant is a first-line supervisor for supervising police officers and security officers and is also responsible for traditional tasks that may include scheduling data analysis issuing and maintaining the key inventory (if applicable) and assisting in training. The position also maintains the responsibility for the role of a police officer.

ESSENTIAL FUNCTIONS

Holistic Student Support

  • Creating and maintaining a culture of safety on campus through community policing training and proactive communication.
  • Develops rapport with members of the college community as well as surrounding areas; may organize community relations events or activities.
  • Coordinates resources and information related to the overall emergency preparedness for the institution. Provides input for contingency planning.
  • May at times be required to participate and attend regular meetings with key staff across the institution to keep current and aware of changing demands relative to security and law enforcement needs within a designated area of responsibility. Compiles and presents reports as required for committees and meetings. Prepares and submits reports/data/records for local and/or state compliance.

Fiscal Stewardship

  • Developing and maintaining a departmental budget.
  • Assists the Chief and/or Assistant Chief with work schedules and staffing for special events for police officers and all security officers.

Organizational Culture

  • Maintaining a culture of consistency and equity when dealing with all members of the campus community independent of race gender or sexuality.
  • Keeps management informed of significant police-related events or activities; prepares and reviews periodic activity reports for management. Participates and provides input in periodic management meetings to keep top management informed of problems and concerns.
  • Conducts or assists in specialized investigations for the department including internal affairs investigations and criminal investigations when required.
  • Maintains department command authority in the absence or incapacitation of the agencys Chief and/or Assistant Chief of Police.
  • Monitors and coaches others for improved work performance and participates in counseling sessions as necessary.
  • Assists the Chief and/or Assistant Chief with performance evaluations fairly and impartially utilizing the Chattanooga State Community College employee evaluation system for direct reporting subordinates.
  • Performs and provides routine inspections of personnel and equipment to ensure compliance.
  • May conduct investigations of complaints/allegations of Chattanooga State Campus Police employee misconduct; make recommendations to management when disciplinary action is warranted and issue applicable corrective action per college and Departmental policies.

Program Innovation

  • Assists in managing the training function of the police department when needed assists in conducting training for the department that meets or exceeds POST requirements may be required to complete reports documenting in-service and specialized training to the POST Commission and ensures officers comply with POST requirements.
  • Serves as the Field Training Coordinator (FTC) and in that capacity manages the Field Training Program (FTP) for newly hired officers and officers in need of remedial training.
  • Analyzes information and formulates reports of trends through review of incident reports and statistical data.

Teaching Excellence

  • Assists the departments general instructor in maintaining data files and information related to the departments training and investigations; conducts research; prepares proposals and plans for strategic and contingency needs. Prepares data for presentation at regular department meetings.
  • Coordinates programs seminars and security risk assessments for the institution.

KNOWLEDGE SKILLS AND ABILITIES

  • Excellent communication oral interpersonal writing and presentation skills. Knowledge of law enforcement best practices and procedures. Analytical skills including objective observation of situations and quick decision-making. Skill in managing situations firmly courteously tactfully and impartially. Ability to multi-task and work independently with demonstrated problem-solving skills. Ability to supervise and guide individuals or a group of individuals including maintaining a balance between employee concerns and management requirements. Ability and skill to give feedback to subordinates and handle disciplinary and performance issues.
  • Proven clerical and technical capacity to include multiple platforms. Ability to communicate across levels of staff. Excellent writing communication and interpersonal skills. Strong knowledge of training equipment and presentation software including Excel Adobe Word PowerPoint Publisher and the departments records management system. Excellent organizational skills and the ability to multitask efficiently and assist in maintaining the departmental inventory.
  • Internal
    • Daily contact with members of the college community including students parents staff faculty and visitors to give information/directions conduct preliminary investigations take police reports and provide victim assistance. May represent the department at college meetings or functions.
    • Significant contact with key administrators department heads and administrative personnel to exchange information and coordinate activities involving police and security presence.
  • External
    • Frequent contact with members of local state and federal law enforcement agencies to exchange information provide assistance or request assistance as necessary. May communicate with news media on occasion. May serve as a liaison between the department and other agencies.
    • Regular contact with student groups neighborhood organizations and visitors to the campus to plan events and provide assistance and investigations.
  • Preferred:
    • Knowledgeable and skilled in the development and coordination of department training programs with the ability to comply with Tennessee POST Commission requirements knowledgeable of department RMS software operational capabilities and experience with the development and utilization of tools for analysis and strategic planning.

QUALIFICATIONS

  • P.O.S.T. Certified. Out-of-state applicants are required to meet Tennessee P.O.S.T certification requirements within six (6) months of hire.
  • Eight years of law enforcement experience with a minimum of two years having been in a responsible administrative and supervisory role.
  • Experience working in a campus safety and security environment as well as knowledge of situations that are unique to college students events and functions.
  • Possess a valid Tennessee drivers license. Out-of-state applicants must obtain a Tennessee drivers license within thirty (30) days of hire.
  • Pass a thorough background investigation including a favorable criminal background report and motor vehicle record. Must never have been convicted of a felony or crime of moral turpitude.
  • Pass a medical examination/drug screening and a psychological evaluation. This requirement may be waived if there has not been a break longer than six months of full-time employment as a police officer within the state of Tennessee and the employing agency shares all medical and psychological reports.
  • Completion of FEMA National Incident Management System (NIMS) Introductory Courses IS-700 and IS-800 within twelve (12) months of hire.

Salary Range: $51204 - $60165
