Job Duties
The Virginia Department of Agriculture and Consumer Services Office of Human Resources has an exciting career opportunity for an experienced customer focused human resources professional with progressive HR generalist work history eager to provide services in a high-volume fast-paced HR office for an agency of 600 salaried employees. This position provides advanced level human resource services in all functional areas of human resources (recruitment classification compensation training and development performance management employee relations benefits/leave administration Workers Compensation EEO etc.). Duties include but are not limited to: collaborating with the HR director on the management of the human resources office; supervising staff; completing various mandated reports; managing the Commercial Drivers License (CDL) program; assisting with investigations grievances and other special projects/tasks at the request of the director; serving as back up to other positions within the department; identifying planning and executing agency training needs annually; and serving as the director in the absence of the director. This position requires some daily as well as limited overnight travel. This is an office-based position. Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealths telework policy.
Minimum Qualifications
Considerable knowledge of practices and principles of human resource management across all functional areas and progressively responsible work experience to include supervisory experience; knowledge of theories principles and practices of related federal and state policies and laws that impact human resources management; and the ability to discreetly manage delicate situations. Demonstrated ability to conduct research analyze data and reach sound and legally defensible conclusions; effectively counsel and advise managers and employees in resolution of complex issues; develop interpret and implement policies procedures and programs; interpret and apply federal and state laws and regulations; work independently and as team member; analyze customer needs and provide accurate and efficient services; and communicate effectively with all levels of the organization. Proficient in a variety of software application systems; particularly MS Office (Word Excel Outlook and PowerPoint) and web-based systems such as learning management recruitment management claims processing various meeting and social media platforms. Strong attention to detail critical thinking problem-solving skills and the ability to manage multiple projects and meet tight deadlines in a high-volume office are a must. H.S. Diploma or equivalent required.
Additional Considerations
A combination of related education training and experience indicating possession of the preceding knowledge skills and abilities to include knowledge of human resource management business administration public administration industrial psychology or related field. Proven generalist experience at progressively responsible levels. State or local government HR experience is strongly preferred. Current professional human resource certification(s) preferred but not required.
