We are looking for a dynamic leader tosupervise the Fish Passage Restoration Program.You will manage an expanding program that will restore access to high-quality habitats for our native salmon. This position will develop and lead a highly visible and politically sensitive program incorporating fish passage requirements into the design and construction of stream crossings. Job Duties

  • Responsible for the oversight and management of the Fish Passage Restoration Program while working with key team members within and outside the division.
  • Train and mentor less experienced project managers and engineers in project management including scheduling budgeting cost estimating and determining risk.
  • Oversee the selection negotiation and monitoring of consultant and construction contracts for the Fish Passage Restoration Program
  • Prepare and/or approve project schedules budgets and work plans to complete assigned projects.
  • Prepare and/or manage the preparation of drainage design reports hydrologic reports geomorphic assessment reports hydraulic analyses modeling reports contract plans specifications special provisions and cost estimates. Perform quality assurance reviews of this work.
  • Participate in the resolution of project management construction problems.
  • Support the Project Engineer and project team during the construction of projects.
  • Supervise assigned team members workload and the hiring process including recommendations for disciplinary actions as needed.
  • Ensure that project scopes schedules and budgets are maintained and project continuity is not jeopardized.
  • Support the Managing Engineer in developing and recommending long and short-term strategic plans.
  • Build strong work teams and foster a culture that supports collaboration communication and team engagement.
  • Coordinate work with other King County Roads employees to keep projects moving.
  • Proactively collaborate with regulatory agencies and Tribes.

Experience Qualifications Knowledge Skills

  • Knowledge of engineering principles civil engineering and experience in design stream flow modeling project management and construction including experience supervising an engineering staff.
  • Experience reviewing and interpreting project financials and performance data to monitor portfolio progress and develop recommendations for successful delivery of the Fish Passage Restoration Program portfolio.
  • Experience in flood plain and hydrologic modeling such as HEC-RAS MGS Flood or other equivalent programs and in geomorphological analysis of streams and rivers.
  • Experience in designing stormwater conveyance treatment and detention systems.
  • Experience in managing and coordinating the review of plans and contract preparation for road bridge and drainage projects.
  • Experience with project management techniques and principles.
  • Experience with technical disciplines needed for the design and construction of road projects including techniques maintenance and applicable standards.
  • Skill in Microsoft Word Excel Project and Access.

NecessaryRequirements:
  • Valid Washington Professional Engineer (PE) License or the ability to transfer license to Washington State within 90 days of hire
  • Valid Washington Drivers License
  • An offer of employment will be contingent upon the successful completion ofpre-employment physical examination.

INTERVIEW SCHEDULE:First review of applications will take place the week of 10/20/2025. Those applicants who pass the initial screening will be invited to participate in aninterview the week of 10/27/2025.

First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.

WORK SCHEDULE:The work week is normally Monday through Friday 8.00 a.m. to 5:00 p.m. but may at times require work outside of normal business hours.
This position is Non-Exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay with prior supervisor approval.

EMERGENCY DESIGNATION STATUS:This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed suspended or diverted in an emergency while essential functions are prioritized Mission Critical.

REMOTE AND ONSITE WORK:This team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is King Street Center 201 S. Jackson Seattle WA 98104and secondary onsite location at the Roads Maintenance Facility 155 Monroe Ave NE Renton WA 98056. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
