COMMUNITY SERVICES PROGRAM ANALYST
The City of Concord is currently seeking to fill a Community Services Program Analyst position in the Housing & Community Services Division of the Community Development Department. This position is open until filled; a first review of applications will begin the week of November 3 2025.
The Community Development Department:
The City of Concords Community Development Department or CDD is home to several divisions which work together to maintain and improve the quality of life for residents and visitors. From Planning and Housing to Building and Engineering CDD focuses on enhancing the quality of life for Concords residents and businesses.The Housing and Community Services Division is responsible for the implementation and administration of federal state and local grants to support lower-income residents with a goal of improving the quality of life for the community as well as engaging in issues around homelessness including overseeing the implementation of the Citys Homeless Strategic Plan. The Division further oversees the Citys affordable housing and tenant protection programs and policies.
What you will be doing:
The Community Services Program Analyst plays a critical role in supporting the Citys efforts to strengthen community well-being and address housing insecurity. The Community Services Program Analyst will primarily be responsible for managing the day-to-day operations and activities to administer HUDs Community Development Block Grant (CDBG) as well as local and state grant programs. The position will also be responsible for managing various contracts and implementation of the Citys Homeless Strategic Plan.
At its core this position will be responsible to ensure the Citys compliance with its CDBG grant regulations and reporting obligations to HUD and other funders liaising with the Citys grantees and the Community Services Commission. This position supervises the part-time Community Services Support Clerk position assigned to the Citys grants addition active engagement at both the state and local level to advocate addressing Concords needs monitoring emerging trends and best practices regarding homelessness will be necessary. This will include periodic attendance at evening meetings following a normal workday. This is position is also responsible for the development and monitoring of the Community Services portion of the Divisions budget.
We are looking for someone who:- Has the ability to manage a portfolio of grantees to ensure compliance with the requirements of HUDs CDBG grant program. Responsibilities include development and submission of the annual Action Plan and Consolidated Annual Performance and Evaluation Report (CAPER) and the five-year Consolidated Plan. Administration of other state and local grant funds including drafting and execution of grant agreements reviewing monthly compliance reports to ensure contract compliance auditing grant awardees and managing data entry into the Citys and HUDs data portals.
- Possesses experience with relationship building with elected and appointed officials community partners and stakeholder groups with a focus on cooperation and consensus building.
- Possess exceptional oral and written communication active listening skills clear articulation and the ability to adapt ones communication style when engaging with the public community partners and elected officials.
- Can develop and complete an ongoing assessment of the Citys key strengths priorities and gaps in the Citys ability to address homelessness to develop strategies to improve the Citys response and provide contract oversight to service providers.
- Has demonstrated knowledge of public sector budget development and monitoring including forecasting tracking expenditures and aligning financial resources with program goals and grant requirements.

SELECTION PROCESS
