We are seeking a highly experienced Cost Estimator to join our team as an independent contractor.
Position Summary
The Cost Estimator (Independent Contractor) will be responsible for performing detailed quantity takeoffs developing cost models and preparing accurate estimates for educational heavy civil transportation and marine construction projects. The ideal candidate is a seasoned professional who operates independently has strong client-facing skills and provides their own licensed estimating and takeoff software.
Education:
BS in engineering discipline construction management or related field required
Qualifications
- 10 years of demonstrated experience performing takeoffs and cost estimating for educational heavy civil transportation and marine construction projects.
- Strong understanding of CSI MasterFormat divisions.
- Proficiency with on-screen takeoff platforms (e.g. OST Bluebeam Revu Planswift) and estimating software (e.g. HCSS HeavyBid Sage Estimating Timberline RSMeans). Independent contractors must provide their own software and licenses.
- Ability to interpret complex construction documents including specifications drawings addenda change orders and submittals.
- Demonstrated ability to prepare detailed bid packages cost breakdown structures (CBS) and work breakdown structures (WBS).
- Skilled in developing conceptual schematic and detailed estimates throughout all project phases.
- Strong analytical skills with the ability to identify risks opportunities and cost drivers.
- Excellent oral and written communication skills; confident in client-facing discussions.
- Proficient in Microsoft Office Suite (Excel Word Outlook PowerPoint).
- Experience with project/construction management is a plus.
Key Responsibilities
- Perform detailed quantity takeoffs and cost estimating for educational heavy civil transportation and marine construction projects. This can be for the A/E Design Phases and during the Construction Phase.
- Develop comprehensive GMP (Guaranteed Maximum Price) proposals and cost models during all phases of design and construction.
- Collaborate with A/E teams during the design development phase to provide schedule input constructability reviews and cost validation.
- Prepare and present cost breakdowns bid comparisons and estimate reconciliations with owners contractors and design teams.
- Lead or support the preparation of RFI responses change order pricing and claims analysis.
- Perform value engineering by recommending alternative materials construction methods or sequencing that reduce costs without compromising quality.
- Ensure estimates comply with project specifications design documents and industry best practices.
- Maintain organized and auditable estimating files and support documentation.
- Provide clear professional communication to clients and internal teams including written reports and oral presentations.
- Assist with market analysis and subcontractor/vendor outreach to validate pricing.
- Support risk identification and contingency development as part of the estimating process.
- Maintain a strong commitment to safety accuracy and project deadlines.
Experience/Responsibilities:
- Must have at least 10 years of experience performing takeoffs for heavy civil and infrastructure projects.
- Experience developing schedules during the A/E Design phase in conjunction with the A/E Design Team.
- Experience developing GMP packets.
- Experience estimating roadway bridge pier educational and marine projects is a must.
- Experience with on screen takeoff software.
- Must have a thorough understanding and ability to read construction documents including specifications schematics change orders and submittals.
- The candidate must be open and flexible take initiative and operate effectively with little oversight.
- Excellent oral and written communication skills are a must.
- Project/Construction management experience is a plus.
- Can work independently meet established deadlines and communicate effectively.
- Must be familiar with Microsoft Office Suite
- Submit RFIs and/or Change Orders as required
- Perform value-engineering (i.e. suggesting alternate and economical materials methods means etc.)
- Work productively and meet deadlines timely

- Communicate and interact effectively and professionally with supervisors employees and others
individually or in a team environment - Understand and follow oral and written instructions including warning signs equipment use and other policies.
