REPORTS TO: Correctional Lieutenant
FLSA STATUS:Non-exempt
CLASSIFICATION:Personnel System - Requires satisfactory completion of a 12-month evaluation period
PAY GRADE: CR02
SAFETY SENSITIVE: Yes - Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.

Purpose of Job
The purpose of this job is to assist with the smooth and efficient operations of the Corrections Department. Duties and responsibilities include but are not limited to: supervising assigned staff training conducting daily inspections and supervising inmates; reacting quickly and effectively to situations jeopardizing the health and safety of others and performing other duties as assigned.

Job Related Requirements

WORK SCHEDULE: 12-hour shifts rotating days off. Shifts are 6:00 a.m. - 6:00 p.m. and 6:00 p.m. - 6:00 a.m.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather utility failure fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions

High School Diploma or equivalent required; with a minimum of four years of experience; with two years of experience obtained at the rank of Correctional Corporal required at ACCCI.

One year supervisory experience is required or equivalent combination of supervisory training and experience per the ACCUG Supervisory Equivalency Policy.

Must have P.O.S.T. Certification in Corrections and be in good standing.

Must possess a valid drivers license.

Associate degree in Criminal Justice or related field preferred.

Completion of ACCGovs Stepping Up to Supervison training preferred.

No disciplinary actions (excluding written counseling or reprimand) that resulted in two (2) or more suspension days without pay within the previous 12 months or sustained discipline that resulted in a suspension of five (5) or more days without pay or a demotion within the previous 24 months.

Applicants last two (2) annual performance evaluations must be Fully Meets or above.

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff; handling all employee concerns directing work assignments counseling and disciplining employees when necessary and completing employee performance appraisals.

Provides for the security and safety of offenders and employees during shift.

Determines the staffing levels required for critical post assignments.

Trains correctional facility personnel in the performance of duties; ensures that assigned officers adhere to state and institution rules and regulations.

Conducts roll call and briefing before assigning staff to their post.

Enforces department rules LOP and regulations; recommends changes to improve the organizations efficiency and effectiveness.

Performs first aid and CPR as required; maintains annual certification.

Employs self-defense techniques when handling aggressive offenders.

Maintains firearms certification.

Maintains the security of the facility by ensuring that all offenders are present controlling entrances and exits and searching offenders and cells for contraband.

Directs the transportation of offenders to and from court medical appointments and other correctional facilities as required.

Aids the Classification Committee in assigning state and county offenders to work details such as kitchen and maintenance duty; ensures that inmates skills are appropriate for assigned tasks.

Reviews incident reports.

Monitors inmate count procedures.

Oversees staff using monitoring of electronic surveillance equipment and the examination of incoming and outgoing mail.

Assigns routine cleaning and maintenance activities within the institution.

Performs other related duties as assigned.

Knowledge Skills and Abilities
Knowledge of the principles practices and procedures of the Clarke County Government and the operations and functions of the Corrections Department.

Knowledge of management human resource management/personnel and financial practices policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of modern corrections procedures Department of Corrections guidelines Unified Government policies and federal state and local laws.

Knowledge of Federal Standard 28 C.F.R. Part 115: Prison Rape Elimination Act and mandated requirements as a first responder or other related assignment.

Knowledge of first-aid and CPR and of building maintenance and repair.

Knowledge of defensive tactics to protect self and other; proper arrest and suspect apprehension techniques.

Skill in management and supervision written and oral communication and the use of self-defense techniques and equipment.

Skill in operating communications equipment such as a two-way radio multi-line telephones and computer systems.

Skill in preparing and reviewing reports.

Skill in the use of firearms restraints chemical agents and security devices.

Skill in assessing situations resolving problems and making decisions in order to maintain safety and security.

Skill in interpersonal relations.

Ability to develop and administer policies procedures plans and activities and to monitor the performance of subordinates against measured established goals.

Ability interact with individuals that may have mental health conditions that influence cognitive abilities and must be able to deal with individuals and stress in an environment that may result in chasing and subduing a suspect resisting arrest.

Ability to respond quickly and logically in emergency or stress situations.

Ability to understand the special problems of and deal humanely with individuals in confinement.

Ability to foster a team environment by supporting cohesive work relationships and providing effective conflict resolution.

Ability to keep abreast of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental and human resource/personnel operations and activities.

Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Athens - Clarke County Government as they relate to the Corrections Department.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to comprehend interpret and apply regulations procedures and related information.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS:Must be physically able to operate a variety of machinery and equipment including a two-way radio van firearm hand-cuffs waist and leg chains and telephones. Must be able to use body members to work move or carry objects or materials. May be required to physically restrain hostile persons of much greater size. May be required to physically defend oneself from violent physical attack by persons with intent on inflicting serious bodily injury or death. This position requires: walking standing bending stooping pushing pulling lifting fingering grasping feeling seeing talking hearing and repetitive motions. Must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.

DATA CONCEPTION:Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether similar to or divergent from obvious standards) of data people or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear speak and/or signal people to convey or exchange information. Includes giving / receiving assignments and/or directions.

LANGUAGE ABILITY: Requires ability to read a variety of reports and informational documentation directions instructions and methods and procedures. Requires the ability to prepare reports disciplinary sheets activity sheets and various logs using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak to people with poise voice control and confidence.

INTELLIGENCE: Requires the ability to learn and understand basic principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgment in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information to explain procedures and to follow oral and written instructions. Must be able to communicate effectively and efficiently.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals and to multiply and divide.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length width and shape visually with two-way radio van firearm hand-cuffs waist and leg chains and telephones.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using two-way radio van firearm hand-cuffs waist and leg chains and telephones. Requires the ability to pedal push bend and pull objects or materials using body parts as the position necessitates. Requires skilled movements coordinating eyes hands and fingers accurately and making precise movements with speed.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a two-way radio van firearm hand-cuffs waist and leg chains and telephones. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR/VISUAL DISCRIMINATION: Position requires binocular vision with good depth perception and peripheral vision motion detection high acuity and light adaptation as well as the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone two-way radio.
