GENERAL DESCRIPTION:
This position is a Psychology Services Analyst within the Division of Healthcare Financing focusing on mental health intellectual disabilities developmental disabilities and co-occurring conditions. The roles purpose is to provide essential medical review and coordination for individuals transitioning from state-run behavioral health facilities (Wyoming State Hospital Wyoming Life Resource Center) to community-based Medicaid or Medicaid Home and Community-Based Services (HCBS) programs. This position is critical for diverting potential placements from institutional settings to more appropriate community-based care ensuring continuity and quality of services. The position also supports the Medicaid Medical Director in behavioral health initiatives leveraging clinical expertise to improve program outcomes and support external stakeholders.

- HCBS-Specific Transition and Support
- Development and Oversight of Transition Plans:Develop Positive Behavior Support Plans (PBSPs) and safety plans for individuals transitioning from the Wyoming State Hospital (WSH) or Wyoming Life Resource Center (WLRC) into HCBS settings. Act as a liaison between the plan of care team and clinicians/professionals at WSH/WLRC to ensure PBSPs and safety plans comply with HCBS requirements.
- Collaborative Transition FacilitationCollaborate with institutional discharge staff to facilitate successful and timely transitions to HCBS settings.
- Provide Training and De-escalation Support:Provide case-specific individual hands-on training to HCBS providers with the goal of de-escalation and maintaining community placement. Develop and deliver curriculum for HCBS providers case managers and clients on de-escalation Positive Behavior Supports trauma-informed care and other best practices.
- Curriculum Development and Technical Assistance:Develop curriculum and ad hoc training for HCBS staff focusing on Positive Behavior Supports and technical assistance. Advise providers and case managers on key items to review when evaluating PBSPs and service plans.
- Extraordinary Care Committee Membership:Serve as a member of the Extraordinary Care Committee (ECC).
- Medicaid Director Support Activities:Support the Medical Director as a liaison with behavioral health clinical providers addressing provider concerns and evaluating Medicaid behavioral health programs. Assist in implementing program improvements through chart reviews documentation and service reviews. Serve as a member of the Interagency Childrens Collaborative (ICC) Workgroup.
Qualifications
PREFERENCES:
Required: Masters Degree in Social Work Psychology Behavioral Analysis or a related field or Licensed Professional Counselor.
Preferences: The ideal candidate will hold a Board-Certified Behavior Analyst (BCBA) certification. If the successful candidate does not possess the BCBA qualification the Department may support them in completing the certification within an agreed-upon timeframe after hire.
This position requires a clinical professional to manage complex cases develop behavioral support strategies and ensure regulatory compliance for hard-to-place Medicaid members.- Minimum Education/Licensure: Masters Degree in Social Work Psychology Behavioral Analysis or a related field OR a Licensed Professional Counselor (LPC).
- Key Knowledge & Skills:Must have direct clinical experience and a thorough understanding of HCBS philosophy and regulations.
- Behavioral Expertise: Required knowledge of developing and implementing Positive Behavior Support Plans (PBSPs) and safety plans.
- Complex Case Management: Must be prepared to handle the most complex challenge of finding placements for individuals with very difficult behaviors and working with hard-to-place members.
- Preferred: Board Certified Behavior Analyst (BCBA) certification is preferred with department support offered to obtain it post-hire if necessary.
KNOWLEDGE:
- Clinical experience and a thorough understanding of HCBS philosophy and regulatory framework.
- Knowledge of Positive Behavior Support Plans (PBSPs) and safety plans.
- Knowledge of state facilities and community-based alternatives.
- Experience in a medical review and liaison role with behavioral health providers.
- Strong communication and collaboration skills to work effectively with various stakeholders.
MINIMUM QUALIFICATIONS:
Education:
Masters Degree or higher
Experience:
1 year of progressive work experience (typically in Psychology)
Certificates Licenses Registrations:
Must be licensed or eligible for licensure as a Behavior Analyst in the State of Wyoming or exempt from licensure pursuant to Wyoming Statute
