The Bureau of Marijuana Licensing (BML) Adult-Use and Medical Marijuana Programs are major statewide programs that have a significant public agency and financial impact. These programs involve complex and technical program guidelines and regulations.
The Education/Reports/System Manager for the Bureau of Marijuana Licensing is a subject matter expert with extensive knowledge of the divisions business and information technology systems. Directly related to the Departments mission the incumbent will be responsible to ensure that the Bureau of Marijuana Licensing is operating in compliance with Adult-Use and Medical Marijuana rules and statutes.
This position functions as a highly skilled and technical Health Program Manager in the areas of development and management of electronic data systems complex data reports and education of BML staff and customers. The position will develop program and financial reports provide training and presentations; develop/implement action plans/work plans. The positions will also manage the administration of advisory councils related to the program. This position is responsible for ensuring that policies procedures and desk manuals are established and updated as necessary ensuring the Bureau operates in compliance with governing statutes and rules. The incumbent will interpret complex rules and regulations; provide consultation education and technical assistance to BML staff and customers for program compliance and accountability; participate in rule making.
The incumbent will assist the Deputy Bureau Chief with marijuana fraud investigation and enforcement activities. This position is expected to maintain a full understanding of Arizona Adult-Use and Medical marijuana governing statutes and rules. This position will coordinate with internal and external stakeholders such as BML customers agency legal counsel the Office of Audit and Special Investigations the Office of Administrative Counsel and Rules and state and local law enforcement entities.
| Job Duties: |
Lead technology projects related to the bureaus licensing systems ensuring efficient business operation processes. Work with BML staff to ensure timely and accurate processing. Determine reports needed to evaluate data quality. Develop the reports. Run and evaluate reports to identify data problems.
Provide written and verbal feedback to appropriate internal and/or external customers. Use CQI methods to implement process improvements. Manage and direct subordinate staff (work assignments setting priorities hiring discipline providing training approving leave requests and preparing evaluations).
Provide training and instruction re: BML electronic systems (supervisors employees customers); Ensure that BML records electronic systems are developed and operate correctly so that data can be collected and submitted. Data submitters are adequately trained in the correct means to collect and submit data. Data is evaluated to ensure accuracy and timeliness. Data is coded in compliance with regulatory requirements.
Interpret complex rules and regulations and provide technical assistance to BML staff and customers. Develop and maintain policies procedures and desk manuals to reflect best practices in accordance with rules and statutes; participate in rule-making.
Determine program goals and objectives regarding the BML Adult Use and Medical Marijuana Licensing Programs. Develop short and long range program plans.
Develop program evaluation procedures and monitor program performance to assure conformance with complex and technical rules and regulations.
Conduct and/or attend meetings and seminars related to BML. Prepare and submit a variety of administrative and statistical reports
