Job Description

Grant Legislation Background:

2022 Virginia General Assembly enacted House Bill 1355 amending the Code of Virginia 22.1-199.7 to support the establishment of community schools to remove nonacademic barriers to learning as a means to enhance student academic success in public elementary and secondary schools. To support these provisions the 2022 Appropriations Act (Item 136) provides for grants to school divisions for the development and implementation of community school initiatives.

In October 2022 the Virginia Department of Education announced a funding opportunity for Virginia school divisions to support the development and implementation of community schools that provides a framework for improving collaborative leadership family and community engagement student engagement and motivation and student mental health and basic needs. Grants were awarded for planning and for implementing the community school framework at an individual school group of schools or all schools in the division. Selected programs reflected the recommendations outlined in the Quick Start Guide: Best Practices for Virginia Community School Implementation.

The 2024 Virginia General Assembly allocated $each year from the general fund to support the Community Schools Planning and Development Grant. This was increased to $in 2025 resulting in the 2025 Community Schools Grant Competition.

These grant funds are intended to support school divisions in the planning and implementation of community school initiatives. These funds will be awarded in August 2025 and may be used through June 2026. Eligible applicants for this opportunity include Virginia school divisions and Communities in Schools and its affiliates. The VDOE expects to make between ten to twenty awards with an estimated award range of $125000 to $250000. This application can be used to apply for funding for one school or multiple

schools. Applications are due on July 18 2025 and should be emailed as a PDF to Dr. Alex Javna School Social Work Specialist at

Grant recipients are required to submit reports summarizing division activities and expenditures. The reports are due:

  • November 1 2025
  • March 1 2026
  • July 1 2026

Required Tasks:

  1. Work with the staff at the Community Empowerment Center and at the LIFT Center at Fallon Park as well as students parents and community stakeholders such as local businesses nonprofit partners and public agencies to build knowledge about connections with and support for community school models.
  2. Work closely with the Director of Community Engagement to perform school community asset mapping find service providers and troubleshoot challenges.
  3. Engage families and school staff to better understand student needs and the reporting process.
  4. Lead asset mapping process and conducts ongoing assessments including resource inventory and gap analysis.
  5. Assist with the needs assessment process by collecting data for community asset maps.
  6. Assist the Director of Community Engagement in developing and managing partnerships with local service providers.
  7. Serves as an integral part of site-based leadership to support connecting students and families with appropriate service providers.
  8. Track services and submits weekly plans and reports to be shared with school and community leaders.
  9. Meet with the Director of Community Engagement on a weekly or bi-weekly basis to review weekly reports and create support systems to facilitate the delivery of quality services.
  10. Assist the Director of Community Engagement in convening a Community School Committee that includes representatives from key stakeholder groups to provide monthly feedback and support based on student and community needs.
  11. Works closely with the Director of Community Engagement to develop and implement the RCPS Community Schools Plan based on community needs.

Primary Coordination and Support:

  1. Assists with coordination of student needs assessment and provider selection.
  2. Supports administration in making data-driven program decisions.
  3. Engages families and school staff to better understand student needs.
  4. Collects and uses needs and service provider data throughout the implementation process and shares outcomes with community leaders.
  5. Supports administration in making data-driven program decisions based on student data.
  6. Engages neighborhood associations residents and community leaders in the community school planning and implementation process.
  7. Assists in facilitation of regular partner meetings including all groups and organizations who serve students and families.
  8. Assists in the recruitment training and coordination of volunteers based on Community Schools guidelines.

Qualifications:

  1. Bachelors degree preferred or a total of 5 years working in the community in an educational or social service setting (Preferably in an education wellness or social work related field)
  2. Experience in fields such as community organizing education health or social work or researching the Community Schools model highly recommended (working in schools city government research institutions or service organizations).
  3. Deep knowledge understanding and interest in school and community.
  4. Ability to keep accurate records and prepare reports.
  5. Knowledge of the public education system in Virginia as well as the operation of community-based organizations and institutions of higher education is an asset.
  6. Must be comfortable with the use of data to drive decisions.
  7. Ability to help people process difficult situations.
