ARIZONA BOARD OF NURSING

The mission of the Arizona State Board of Nursing is to protect and promote the welfare of public by ensuring that each person holding a nursing license or certificate is competent to practice safely. The Board fulfills its mission through the regulation of the practice of nursing and the approval of nursing education programs. The mission derived from the Nursing Practice Act supersedes the interest of any individual the nursing profession or any special interest group.

Annual Salary Range: $106000 - $132000

This position will remain open until business needs are met

Job Summary:

Ensures that investigative work is conducted in conformance with applicable law established policies and guidelines.

Performs responsible administrative and supervisory functions for the Board of Nursing.

Major Responsibilities & Essential Duties:

Direct and supervise investigative staff. Interview recommend and train investigative staff. Evaluate the performance of investigative staff and make appropriate recommendations. Develop and enforce departmental policies and procedures related to the investigative functions which are consistent with statutes administrative rules and the Boards mission and goals. Assess training needs of the investigative staff and provide appropriate training

Manage the investigative functions of the department. Provides oversight/review of complaints determines jurisdiction and assists with assigning complex complaints for investigation. Assist investigators in developing approaches to complex or unusual investigations. Review completed investigations and recommend appropriate disposition. Seek clarification from legal counsel on issues related to investigations. Maintain contact with other agencies to ensure continued sharing of complaint related information and effective and efficient use of investigative time. Monitor investigative statistical data regarding investigative functions

Coordinate the disposition of investigations. Ensure that substantiated complaints are appropriately investigated. Coordinate the scheduling of and take part in informal conferences. Coordinate with legal staff the finding of facts and conclusions of law and testify as an expert witness at ALJ hearings when appropriate. Ensure the accurate documentation and dissemination of board orders. Provides coordination and facilitates the referral of ATD/monitoring cases to the monitoring department

Serve as a resource specialist to agency staff and the public in matters pertaining to investigations and enforcement

Assist in the education of the public employers and registered nurses regarding the boards disciplinary process

Provide input into the development and modification of board rules and regulations

Other duties as assigned as related to the position

Knowledge Skills & Abilities (KSAs):

Knowledge:

Knowledge of the Auditor General Sunset Factors and ability to write reports to address initial and final findings

Extensive knowledge of investigative methods practices and techniques

Knowledge of regulations and statutes pertaining to nursing

Knowledge of administrative law

Skill:

Skill in understanding and interpreting statutes rules and legal documents

Skill in conducting complex or specialized investigations

Skills in computer word processing

Ability:

Ability to evaluate existing and proposed policies for effectiveness; to interpret and explain policies administrative rules and statutes; and to develop procedures to implement policies administrative rules and statutes

Ability to analyze investigative findings and determine appropriateness of investigative action

Ability to work effectively with other government agencies and the public

Ability to train and supervise personnel

Ability to speak and write effectively

Selective Preference(s):

Prefer a minimum of five years of investigative experience and a minimum of four years experience in a supervisory capacity

Pre-Employment Requirements:

Graduation from an accredited four-year college or university with major in nursing or course work in a field relevant to the assignment

Is a certified investigator or eligible for certification

Active unencumbered Arizona RN License

Masters degree preferred
