DES is seeking an experienced and highly motivated individual to join our team as an IT Contracts Specialist Senior for the Division of Technology Services (DTS). This position is responsible for supporting the Business Management Offices (BMO) IT acquisition and contracts life cycle management including new acquisition planning development of IT contractual agreements evaluation and selection of suppliers administration of the contract amendment and renewal process management of license maintenance and renewal processes and the implementation and process improvement of BMO policies and procedures.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Across our many agencies boards commissions many State employees participate in the States Remote Work Program and are able to work remotely in their homes in offices and in hoteling spaces. All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Essential Duties and Responsibilities include but are not limited to:

Facilitating work groups to build requirements developing comprehensive Statements of Work (SOW) for the development of new IT acquisitions/contracts and formal/informal IT solicitations.
Preparing Task Orders drafts suitable for submission to the Office of Procurement for approval and inter-agency services agreements (ISA).
Review and assessment of red-lines to standard terms and conditions and provide summary debrief to Contracts Manager.
Facilitating business reviews to identify ongoing technical support needs for licensing and maintenance agreements and adjusting or escalating as appropriate.
Ensuring that the renewal process for licenses and maintenance are managed and negotiated with the proper amount of lead time in advance of their expiration date.
Identifying cost saving opportunities and improved terms.
Developing policies and procedures that support operational efficiency of the IT contracts business units and creating and maintaining standard work desk procedures and workflows for area of responsibility.
Providing technical expertise on procurement law rules and regulations and initiates appropriate action to ensure compliance.
Leading the vendor evaluation process and transition of suppliers as applicable and representing BMO/DTS/DES at meetings as needed or assigned.
Participating in best practice development and execution of vendor relationship strategy.
Monitoring vendor performance expectations note deficiencies and recommend resolutions as needed in coordination with the office of procurement.
Participating and/or leading in training activities to improve job related competencies of IT contracts business unit team members and modeling the culture standards and policy expectations of leadership.
Planning work activities to ensure timely and accurate completion of work while maintaining a database of all contracts licenses and maintenance agreements to facilitate and manage the renewal process contract changes and vendor management.

Knowledge of:
Principles and practices of the IT sourcing and procurement life cycle IT vendor management methodologies.
IT industry knowledge in the areas of hardware software services and telecommunications.

Skills In:
Project management practices technical writing and composition of complex issues and ideas.
Contract negotiations
Organizing managing coordinating and evaluating complex procurement and sourcing actions.
Group facilitation and presentation skills.
Complex problem solving critical thinking and conflict resolution.

Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply:
Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
