Position Overview
The Manager of Maintenance Operations Facilities Site Construction and Transportation has a wide range of responsibilities. This position will provide technical expertise oversight coordination of architectural planning and design of facilities and planning supervision to new school construction and renovation projects. Other responsibilities include the supervision of maintenance and custodial operations repairs and improvements of all District and school facilities equipment and grounds to include required safety codes district-wide and will facilitate an orderly efficient and safe operation of the Transportation Department while overseeing all vehicles bus barn and district equipment. The Manager of Maintenance Operations Facilities Site Construction and Transportation performs budgetary functions organize and coordinate District energy savings projects directs the scheduling and operation of work crews and supervises and inspects all work performed. This position is also responsible for developing and interpreting policies and procedures related to the installation maintenance and repair of HVAC systems mechanical electrical and automotive equipment.
This position oversees: Facility Workers Facility Supervisors Custodians Bus Drivers Licensed Drivers Secretary to the Manager of Maintenance Operations Facilities Site Construction and Transportation.
Essential Duties & Responsibilities
A. Supervisory
1. Assist in the recruitment interview and make recommendations regarding their employment reassignment transfer disciplinary actions promotion demotion or dismissal of personnel under his/her supervision.
2. Monitor evaluate and supervise the performance of custodial maintenance and transportation personnel.
3. Manages the assignment and distribution of maintenance custodial and transportation personnel and provide ongoing reviews of organization structure staffing and departmental policies and procedures.
B. Transportation
1. Oversee the operation of the Transportation Department in accordance with District policy the Arizona Department of Education and the Department of Public Safety.
2. Supervision and recording of route mileage student load and cost per mile for operation of buses and vehicles per Auditor General Requirements.
3. Complete school bus driver training including knowledge of state rules and regulations district policies and rules a state mandated road test classroom and refresher training and first aid and CPR classes.
4. Plan and revise bus routes schedules and field trips.
5. Dispatch buses per route assignment.
6. Supervise contracted transportation services.
7. Prepare long and short-range plans for maintenance repair and site improvement projects and plans related to meeting the Districts transportation needs in compliance with all applicable codes laws and regulations District standards contract terms and conditions.
8. Provide regular inspections and evaluations of district facilities/vehicles.
9. Oversee the monitoring of fleet operations and service performance of vehicles transporting students as well as the Arizona Department of Motor Vehicles.
10. Prepare and administer contract specifications and documents vendor service agreements rate adjustments and compliance with contract specifications for pupil transportation services.
11. Call and schedule substitute bus drivers.
12. Notify appropriate school officials immediately of lost children or passengers.
13. Complete all required forms including but not limited to pre-trip inspections maintenance requests field trip forms mileage logs student count and discipline citations in a timely manner.
14. Receive and respond to complaints from parents teachers and administration regarding transportation.
C. Maintenance
1. Ensure the proper instructional environment through maintenance of the HVAC ventilation lighting plumbing and safety systems.
2. Supervise maintenance of outside facilities including the lawn athletic fields and play areas.
3. Advise the Executive Director of Business Services of repair needs and maintenance action required for normal operation of plant equipment and facilities.
4. Develop supervise and implement short and long-range preventive maintenance programs including capital improvement regular and deferred maintenance.
5. Supervise the maintenance and repair program for District trucks automobiles tractors sweepers mowers and other powered grounds equipment.
6. Inspect District schools for maintenance cleaning needs and safety hazards.
7. Monitor and evaluate the completion of all work orders assigned to various trades and crafts.
8. Recommend priorities for maintenance and facility improvement (new modernization or minor) related projects.
9. Assist with preparation and administration of public works and field service contracts for maintenance and repair of District facilities.
10. Maintain all records of repairs renovations and scheduled preventative maintenance.
11. Responsible for all aspects of identification planning development budgeting and execution of projects associated with maintenance and repair of school plants and equipment.
12. Provide technical expertise information and assistance regarding grounds keeping maintenance and custodial activities.
D. Custodial
1. Provides emergency custodial services or assists custodian when necessary.
2. Provide standards technical assistance and oversee district sanitation and custodial programs and supervise upkeep of grounds playgrounds and playing fields.
E. Grounds
1. Oversees the operation of playing fields grounds and other necessary facilities for athletics and other school activities.
2. Inspect buildings and grounds for cleanliness safety work quality and needed repairs.
F. Budget
1. Assist in the preparation implementation and monitoring of the Maintenance and Transportation Departments budget.
2. Recommend and administer budget for maintenance grounds and custodial supplies tools and equipment construction and remodeling projects transportation and personnel.
3. Manage departmental expenditures and ensure prudent fiscal management in the application of assigned funds.
4. Assists with preparation of budget proposals applications for state building funds deferred maintenance funds or other specialized funding related to facilities and facilities support activities.
5. Assist in seeking alternative funding sources for District facilities.
6. Prepare monitor analyze and review budgetary and financial data related to maintenance operations custodial deferred maintenance and school construction programs.
G. Safety
Review on a regular basis all security precautions and procedures and recommends additions changes or reductions in service as appropriate.
2. Confer with school personnel law enforcement personnel parents and the public on matters related to vehicle safety student safety and discipline.
3. Know and follow safety rules and regulations for this position.
4. Plans and coordinates safety programs including but not limited to OSHA requirements.
5. Develop a master project plan that includes health and safety concerns the effects of the interruption on the educational process and cost effectiveness.
H. Schedules
1. Maintain responsibility for scheduling so that building is staffed as needed at all times including personally filling in where/when needed.
2. Directs the scheduling and operation of work crews in the Maintenance and Transportation Department.
3. Adjust time schedules as assigned maintaining pick-up and delivery schedules.
4. Assign and schedule all maintenance and custodial activities so as limit interference with any curricular cocurricular or extra-curricular activities.
5. Maintain 5-10 years building maintenance equipment and replacement schedule.
6. Inspect and maintain all fire alarm systems including fire extinguishers on a regularly scheduled basis.
7. Plan organize schedule and coordinate all maintenance services operations support activities and transportation services and activities with school site administrators and/or directors.
I. Training
1. Supervise and assist in providing necessary training of new members of the custodial maintenance and transportation staff.
2. Make recommendations for employee growth through in-service and outside training opportunities.
3. Provide training for new drivers for CDL and School Bus Driver Certification.
4. Attend trainings for continued professional development.
J. Communication
1. Communicate with other administrators personnel and outside organizations to coordinate work construction supply equipment and personnel requirements resolve issues and conflicts and exchange information.
2. Provide recommendations concerning equipment materials personnel policies and procedures.
3. Meet with building administrators regularly to discuss the custodial needs of buildings at all levels.
4. Consult with administrators regarding regular preventive maintenance programs and demonstrate adherence to and completion of a program of preventative maintenance.
5. Maintain good relations with parents teachers and schools.
K. Reports
1. Prepare incident reports and oversee accident investigations.
2. Direct the preparation and maintenance of a variety of narrative and statistical reports records and files related to assigned activities and personnel.
3. Prepare reports and financial records for budgetary allocation and expenditure control.
4. Provide written and oral reports to higher-level administrators regarding project status relating to scope schedule and budgets.
5. Prepare periodical financial operational and statistical reports as required or directed.
L. Management and Operations
1. Operate a computer assigned software programs and other office equipment.
2. Monitor and keep accurate computer records for all keys issued.
3. Perform the duties of designated person to coordinate activities designed to control manage or dispose of hazardous materials.
4. Advise and contact contractors to perform other maintenance or repair services.
5. Inspect all school buildings grounds and installations on a regular basis to determine that a high standard of workmanship safety and security are being maintained.
6. Keep abreast of literature relating to new products technology services vendors techniques skills and research in the area of buildings and grounds.
7. Supervise and inspect all work performed by work crews in the Maintenance Department.
8. Initiate action to correct or repair damaged property assigns crews to perform work and inspect work upon completion.
9. Determine the need for emergency renovation carpentry services plumbing electrical etc. by preparing a work schedule requisition materials tools and equipment needed to complete job tasks.
10. Assist in the preparation of specifications for bids plans and sketches.
11. Respond to and assist with the management of emergency situations.
12. Provides variety of correspondence and presentations related to department operations.
13. Prepare and administer public works and field service contracts for the maintenance and repair of district facilities.
14. Respond to emergency callouts on weekends and after regular hours.
15. Ensure compliance with applicable federal state and local mandates governing environmental protection hazards to buildings and building occupants transportation public safety and access compliance.
16. Manage the use of facilities for non-school uses and the contracts leasing and fees associated including communicating with various groups regarding the use of facilities and fees.
17. Oversee the Districts Disaster Preparedness Plan.
18. Plan organize and manage district maintenance operations custodial and school construction programs.
19. Work closely with various school officials and department heads to determine current and future needs.
20. Keep the District current on all codes and legislation governing school facilities and environments.
21. Assure compliance with applicable codes regulations and laws.
22. Estimate labor and material costs of repair and construction work.
23. Advise on and approve work requisitions.
24. Coordinate the requisition and use of materials and supplies.
25. Determine appropriate vendors and contractors associated with providing goods and services related to the Maintenance and Transportation Department.
26. Manage all aspects of Maintenance Operations and Facilities in support of the mission tasks functions and goals of the Riverside School District.
27. Plan and direct the Maintenance and Transportation Department regarding methods and procedures of work material and equipment requirements and operational problems and conflicts.
28. Coordinate and participate in the development of time and cost estimates for major repairs and alterations to mechanical electrical and other building operations.
M. District Projects & Construction
1. Serve as Construction Project Manager for the district.
2. Plan supervise and ensure that all improvement and renovation work are performed at high quality.
3. Represent district during construction meetings with architect and/or contractor in all new and on-going construction projects.
4. Responsible for monitoring and compiling all information needed for School Facilities Board (SFB) Reports.
5. Provide assistance to the Associate Superintendent and the Superintendent the development and implementation of a long-range facility plan.
6. Attend pre-bid and pre-construction meetings and provide input.
7. Consults with architects technical consultants and contractors to develop projects work plans and cost estimates.
8. Provide supporting services and assistance during the planning construction and completion phases of new construction and facilities improvement projects.
9. Administer new construction and renovation projects while ensuring compliance with codes and regulations governing construction maintenance asbestos abatement and hazardous waste.
10. Make cost estimates on construction and repair work.
11. Work with architects school officials and contractors on the design construction or alteration of school buildings.
12. Supervise and inspect work and construction projects to ensure compliance with established standards building health and safety codes and regulations and bid specifications.
13. Develop bid specifications for maintenance and construction projects.
14. Plan coordinate and manage the work of staff and contractors to modernize renovate expand and construct District facilities.
15. Assist in selecting engaging and evaluating consultants and in administering consultant contracts.
16. Interact with architects engineers and consultants as it relates to new construction remodeling of schools capital outlay projects and other related improvements or corrections.
17. Assists with aspects of providing the planning construction and completion of phases of new construction modernization and/or facilities improvement projects.
N. Miscellaneous
1. Serves as a positive role model for students on how to conduct themselves as responsible human beings.

Licenses or Certifications
A valid IVP Fingerprint Clearance Card
Any equivalent combination of education training or experience
Bachelors degree in Facilities Management or equivalent experience in a related field
Vocational or technical training certification or apprenticeship preferred
CPR and First Aid Certification
Possession of a Arizona Drivers License & safe driving record
Possession of a valid CDL license
Experience
Three to five years of supervisory experience in construction or related fields or any equivalent combination of training and experience which provides the required skills knowledge and abilities.
Three to five years of increasingly responsible school related maintenance/facilities management experience.
Three to five years of experience in supervisory of school transportation to include planning and scheduling routes.
Experience in the building or construction trades.
Skills Knowledge & Abilities

Computer skills to schedule routes configure mileage reports and to email.

Working Environment
The work environment can be indoor or outdoor subject to constant interruptions and fast paced with a high level of activity. The noise level ranges from quiet to loud but is usually moderate.
The work environment includes regular exposure to fumes or airborne particles dust dirt odors cleaning agents toxic or caustic chemicals seasonal heat and cold potential contact with body fluids and infectious disease.
The working conditions include an office setting and a school bus operating in all weather extremes and includes exposure to vehicular traffic bus fumes and noxious odors bus noise and vibrations from driving a bus and traffic.

24. Coordinate the requisition and use of materials and supplies.
25. Determine appropriate vendors and contractors associated with providing goods and services related to the Maintenance and Transportation Department.
26. Manage all aspects of Maintenance Operations and Facilities in support of the mission tasks functions and goals of the Riverside School District.
27. Plan and direct the Maintenance and Transportation Department regarding methods and procedures of work material and equipment requirements and operational problems and conflicts.
28. Coordinate and participate in the development of time and cost estimates for major repairs and alterations to mechanical electrical and other building operations.
M. District Projects & Construction
1. Serve as Construction Project Manager for the district.
2. Plan supervise and ensure that all improvement and renovation work are performed at high quality.
3. Represent district during construction meetings with architect and/or contractor in all new and on-going construction projects.
4. Responsible for monitoring and compiling all information needed for School Facilities Board (SFB) Reports.
5. Provide assistance to the Associate Superintendent and the Superintendent the development and implementation of a long-range facility plan.
6. Attend pre-bid and pre-construction meetings and provide input.
7. Consults with architects technical consultants and contractors to develop projects work plans and cost estimates.
8. Provide supporting services and assistance during the planning construction and completion phases of new construction and facilities improvement projects.
9. Administer new construction and renovation projects while ensuring compliance with codes and regulations governing construction maintenance asbestos abatement and hazardous waste.
10. Make cost estimates on construction and repair work.
11. Work with architects school officials and contractors on the design construction or alteration of school buildings.
12. Supervise and inspect work and construction projects to ensure compliance with established standards building health and safety codes and regulations and bid specifications.
13. Develop bid specifications for maintenance and construction projects.
14. Plan coordinate and manage the work of staff and contractors to modernize renovate expand and construct District facilities.
15. Assist in selecting engaging and evaluating consultants and in administering consultant contracts.
16. Interact with architects engineers and consultants as it relates to new construction remodeling of schools capital outlay projects and other related improvements or corrections.
17. Assists with aspects of providing the planning construction and completion of phases of new construction modernization and/or facilities improvement projects.

Licenses or Certifications
A valid IVP Fingerprint Clearance Card
Any equivalent combination of education training or experience
Bachelors degree in Facilities Management or equivalent experience in a related field
Vocational or technical training certification or apprenticeship preferred
CPR and First Aid Certification
Possession of a Arizona Drivers License & safe driving record
Possession of a valid CDL license
Experience
Three to five years of supervisory experience in construction or related fields or any equivalent combination of training and experience which provides the required skills knowledge and abilities.
Three to five years of increasingly responsible school related maintenance/facilities management experience.
Three to five years of experience in supervisory of school transportation to include planning and scheduling routes.
Experience in the building or construction trades.

Working Environment
The work environment can be indoor or outdoor subject to constant interruptions and fast paced with a high level of activity. The noise level ranges from quiet to loud but is usually moderate.
The work environment includes regular exposure to fumes or airborne particles dust dirt odors cleaning agents toxic or caustic chemicals seasonal heat and cold potential contact with body fluids and infectious disease.
The working conditions include an office setting and a school bus operating in all weather extremes and includes exposure to vehicular traffic bus fumes and noxious odors bus noise and vibrations from driving a bus and traffic.
