About Organization
The OSS & Automation Department at Rakuten Mobile Inc. plays a critical role in the companys innovative and disruptive approach to telecommunications. Given Rakuten Mobiles unique position as the worlds first fully virtualized cloud-native mobile network the OSS (Operations Support Systems) and Automation functions are foundational to its entire operational model. The primary mission of this department is to design develop implement and operate the systems and processes that enable the efficient and automated management of Rakuten Mobiles entire network lifecycle from planning and deployment to monitoring troubleshooting and optimization.
This role is paramount for leading the operations of our cloud-native fully containerized AI-Assisted OSS platform for telecom networks. It requires deep expertise in telecom operations OSS FCAPS lifecycle management (LCM) incident management and observability platforms running on Kubernetes-based private clouds. The position involves leading OSS & Operations strategy and execution for telecom network operations in a private cloud-native environment managing OSS platforms delivering FCAPS observability inventory LCM and incident management across mobile networks.
Job Duties
As Lead of OSS & Operations Governance the ideal candidate will have strong experience in OSS operations network automation DevOps and SRE practices along with the ability to manage vendors software platforms and cross-functional engineering teams to deliver reliable automated and resilient telecom operations at scale.
Key duties include:
Strategy & Leadership:Lead OSS & Operations strategy and execution for telecom network operations in a private cloud-native environment. Build and mentor a high-performing OSS & Operations team.
Platform Management:Manage OSS platforms delivering FCAPS observability inventory LCM and incident management across mobile networks.
Operational Governance:Oversee incident problem and change management ensuring SLA compliance and operational excellence. Lead incident/crisis management processes minimizing downtime and ensuring fast recovery.
Automation & SRE:Drive automation lifecycle management and self-healing capabilities across OSS and network functions. Implement SRE and DevOps practices for continuous improvement and operational reliability.
Observability:Govern and enhance observability platforms for proactive monitoring and fault prevention.
Collaboration & Integration:Collaborate with telecom engineering teams (RAN Core Transport) to ensure seamless integration with OSS.
Vendor Management:Manage vendor relationships and ensure delivery of best-in-class OSS solutions.
Compliance:Ensure compliance with telecom operational standards regulatory requirements and security policies.
Minimum Qualifications
Experience:12 years of experience in Telecom OSS Operations with leadership responsibilities.
OSS Expertise:Strong expertise in OSS architecture FCAPS LCM and observability platforms. Proven experience running OSS on private cloud-native Kubernetes platforms.
Hands-on Understanding:
Telecom Domains:Experience in telecom domains (Mobile Core RAN Transport Network Services).
Technical Knowledge:Strong knowledge of containerized software architectures APIs and microservices.
Vendor Management:Track record of vendor and technology partner management.
Leadership & Communication:Excellent leadership communication and decision-making skills.
Language:Fluent in English (Japanese: Optional).
Preferred Qualifications
Experience leading OSS transformation for cloud-native 4G/5G networks.
Knowledge of Open RAN/Transport and disaggregated network operations.
Familiarity with AI/ML-driven network operations and predictive automation.
Certifications in Kubernetes DevOps or SRE are a plus.
