Commissioning Technical Head

Job Purpose

The Commissioning Technical Head will lead and coordinate Electrical & Instrumentation (E&I) commissioning activities across all project phases from preparation to execution. This role acts as the technical authority for E&I supporting the Commissioning Manager to ensure smooth project delivery in compliance with company regulations and international standards.

Key Responsibilities

Commissioning Preparation Phase EPCIC

• Coordinate and technically supervise commissioning preparation (E&I) activities.
  

• Provide technical oversight to EPCIC contractors during commissioning preparation.
  

• Ensure compliance with international codes and standards in all commissioning work.
  

• Review and manage interface documents and activities with other disciplines (construction operations drilling).
  

• Validate and support combined pre-commissioning and commissioning punch list activities.
  

• Assist in the development and review of pre-commissioning/commissioning procedures and related documentation.
  

• Ensure readiness of reporting tools for commissioning phases.
  

Commissioning Execution Phase EPCIC

• Provide technical E&I expertise during onshore and offshore commissioning execution.
  

• Ensure compliance with HSEQ and electrical safety regulations and standards.
  

• Lead coordination meetings for commissioning both onshore and offshore.
  

• Manage execution to optimize productivity cost and ensure seamless handover.
  

• Interface with project teams to prioritize construction completion for commissioning.
  

• Review and transfer relevant technical documents drawings and procedures to Field Operations.
  

• Coordinate with brownfield teams to ensure alignment and smooth execution.
  

Reporting & Progress Monitoring

• Provide daily progress reports and updates to the Commissioning Manager.
  

• Supervise and validate accurate recording of technical contractual and cost data during commissioning.
  

Requirements

Qualifications & Experience

• Education:
  

  • Bachelor s degree in Electrical Instrumentation or relevant Engineering discipline.
    

• Experience:
  

  • 15 20 years in the oil & gas industry.
    

  • Minimum 5 years in a Lead Commissioning role.
    

  • Hands-on experience in E&I control systems and multidisciplinary commissioning.
    

  • Experience in EPCIC and brownfield project environments is an advantage.
    

  • Yard-based construction experience is preferred.
    

• Technical Skills:
  

  • Strong knowledge of pre-commissioning and commissioning processes.
    

  • Familiarity with Total General Specifications OPERCOM ICAPS PRODOM and MANASA.
    

  • Good understanding of electrical and instrumentation safety practices.
    

• Other Requirements:
  

  • Fluent in English (written and spoken).
    

  • Excellent leadership communication and interpersonal skills.
    

  • Proficient in MS Office and commissioning reporting tools.
    

  • Able to work in complex multicultural environments.
    

  • Must possess valid H2S OPITO and T-BOSIET certifications.
    

  • Willing and able to travel worldwide for technical missions.
    

  • Prior experience in the Al-Shaheen field is a strong plus.
