General Description

The Commissioner of the Revenue is looking for a Deputy Commissioner of the Revenue to the join the King William County Team. Under general supervision this non-exempt position is responsible for assisting with the assessment of taxes and administration of the King William County Ordinances. This position reports to and serves at the pleasure of the Commissioner of Revenue.

Essential Functions

Communicate with taxpayers and citizens in person by telephone and via email in a courteous respectful and professional manner.


Assist in the assessment of local taxes including personal property excise and local business licenses as well as Virginia State Income Tax.

Assist taxpayers in preparing the required tax returns and relief applications; evaluate documentation for compliance with state and local codes.

Maintain and audit databases for accuracy; enter data manually or import electronically and correct inaccuracies.

Process abatements exonerations supplemental billing for prior/current year taxes based on county policy and/or ordinances.

Prepare files reports correspondence based on verbal and/or written instructions; and handle and maintain confidential information and records; and provide accurate timely information to citizens and internal customers.

Serve as backup for other staff within the Commissioner of the Revenues Office.

Perform other duties as assigned.

Knowledge Skills and Abilities

Required Knowledge

  • Customer Service Knowledge of customer service principles including effective communication problem-solving and conflict resolution. Demonstrates an understanding of how to manage interactions with diverse members of the public in a calm respectful and helpful manner especially in situations involving financial stress or disagreement.
  • Office Administration Knowledge of administrative processes including document processing records management correspondence handling and data entry. Familiarity with maintaining accurate files using standard office equipment and adhering to internal protocols and documentation standards is essential.
  • Tax Law (Preferred) Knowledge of applicable state and local tax codes laws and ordinances related to personal property assessments business personal property taxation and business licensing. This includes understanding procedures for assessing value identifying tax liabilities issuing licenses and applying tax relief or exemptions in compliance with regulatory requirements.
  • Auditing Principles (Preferred) Knowledge of auditing concepts and methods used to review financial records and supporting documentation for accuracy completeness and compliance. This includes understanding sampling techniques verification procedures and how to evaluate the validity of taxpayer-reported data related to business operations and assets.


Required Skills


  • Software Proficiency Skill in operating standard office and financial software including Microsoft Office Suite (Word Excel Outlook) as well as specialized tax assessment or business license platforms. Ability to navigate databases generate reports and enter edit or retrieve data with speed and accuracy.
  • Analytical Thinking Skill in interpreting and analyzing financial and property documentation to identify errors inconsistencies or omissions. Applies critical thinking to resolve discrepancies and ensure compliance with applicable laws and procedures.
  • Time Management Skill in organizing and managing workload in a high-volume environment with frequent interruptions. Able to meet multiple deadlines prioritize competing tasks effectively and maintain consistent productivity while ensuring accuracy and completeness.
  • Attention to Detail Skill in identifying even minor errors or inconsistencies in tax forms applications and supporting documentation. Ensures accurate entry of data and adheres strictly to established guidelines when processing or adjusting accounts.

Required Abilities

  • Communication Ability to communicate clearly concisely and professionally both orally and in writing. Capable of preparing written correspondence responding to inquiries and explaining complex tax processes to individuals with varying levels of understanding.
  • Legal Interpretation Ability to read comprehend and interpret complex legal documents and tax-related regulations. Applies this understanding to explain laws and procedures to the public and to ensure assessments licenses and adjustments are legally sound and defensible.
  • Confidentiality Ability to handle and maintain sensitive or private information in accordance with local state and federal laws and regulations. Demonstrates discretion when working with taxpayer financial data social security numbers and other confidential records.
  • Interpersonal Relations Ability to establish and maintain positive and productive working relationships with colleagues supervisors and members of the public. Exercises diplomacy patience and cultural sensitivity in routine interactions and during potentially contentious conversations.
  • Independence Ability to perform assigned duties with minimal supervision while using sound judgment to resolve issues. Demonstrates initiative in seeking solutions following up on unresolved matters and proactively identifying errors or inefficiencies.
  • Adaptability Ability to adjust to new laws policies procedures and technology platforms with minimal disruption to work quality. Maintains flexibility in assignments and is open to cross-training and supporting other functions within the department as needed.

Education Training and Experience

Associate degree or coursework in business administration accounting finance or a related field is preferred; and two (2) related experience in tax administration public service or office administration or an equivalent combination of education and experience that meets the knowledge skills abilities of position.

Additional Requirements

Requires a valid Commonwealth of Virginia drivers license with an acceptable driving record.

Must successfully pass a criminal background check and pre-employment substance abuse testing.
