The primary purpose of the Location and Surveys Unit is to provide statewide engineering and geomatics analysis in the development of transportation facilities and acquisition of property in accordance with the best professional engineering and surveying practices consistent with all laws and regulations governing the State Highway System.
The primary purpose of this position is to serve as a lead technician over a smaller group of lower-level technicians in the creation of MAP Act exhibits.
In this role you will:
- Oversee and review the work of the employees assigned to the work group.
- Produce other mapping products such as Condemnation Sketch Maps Condemnation Exhibit Maps and Written Deed Descriptions for use by the Right-of-Way Unit in their Negotiations and Appraisal sections.
- Generate and review data to be placed in an online GIS system called ROWMS (Right-of-Way Management System).
Knowledge Skills and Abilities / Competencies
Management prefers applicants with the following:
- Experience usingCADD and survey procedures.
- Experience with NCDOT organizational structure as well as the NCDOT Legal Section and the associated roles and responsibilities of both sections.
- Experience maintaining detailed records.
- Experience performing complex analysis to determine findings and recommending corrective actions.
- Experience with the concepts practices and procedures used in the acquisition of NCDOT Right-of-Way .
Minimum Education and Experience Requirements

Associates degree in Civil Engineering Technology Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience or an equivalent combination of education and experience.
