Job Summary:

Under the direction of the Associate Vice President for Finance and Administrative Services the Executive Director of Budget and Resource Management ensures sustainable financial resources to advance CSUSBs mission. The role oversees campus-wide budget planning development and administration including revenue projection fund allocation expenditure oversight position management and cost recovery. The Executive Director analyzes complex budget policies promotes fiscal integrity and collaborates with campus leaders and Fiscal Officers to guide long-term financial planning. The position also manages University Central Funds and Reserves oversees enterprise and auxiliary budgets and represents CSUSB in systemwide budget matters with the CSU Chancellors Office State Controllers Office the Budget Officers Association and the University Budget Advisory Committee.

Duties and Responsibilities:

  • Provide strategic oversight of budget planning development and administration of University funds including tuition revenue projections and enterprise services.
  • Lead formulation presentation and reporting of the campus budget and expenditures including preparation of financial forecasts reconciliations and historical studies to support decision-making.
  • Monitor and interpret CSU budget information legislative activities and correspondence from the Chancellors Office; serve as primary liaison with the CSU Chancellors Office and State Controllers Office.
  • Develop and implement strategies to present complex budget data effectively and improve efficiency and effectiveness of financial operations.
  • Evaluate and recommend changes to budget policies and procedures to ensure compliance with federal state and university statutes and policies.
  • Oversee budgets for all University funds centrally monitored accounts and chargeback processes; ensure adherence to state and CSU guidelines.
  • Develop processes to document and track methodologies for chargebacks cost recovery and other budget-related activities; prepare reports for administrative review and approval.
  • Supervise and provide professional development for Budget & Resource Management staff including hiring training goal setting and performance evaluations.
  • Provide training guidance and support to campus divisions colleges and the broader campus community on budget processes and reporting.
  • Manage monthly Labor Cost Distribution position management budget amendments and the legal closing process in collaboration with Accounting Services.
  • Facilitate internal audits establish consistent financial controls and ensure fiscal and administrative integrity while fostering strong internal and external relationships.
  • Prepare and submit required budget documents and reports to the CSU Chancellors Office State Controllers Office and other agencies including FIRMS submissions.
  • Collect analyze and submit budget plans for campus enterprise units; provide periodic and ad hoc management reports for administrative review.
  • Serve as the campus subject matter expert on budget matters and provide consultation to campus leadership on short- and long-term initiatives.
  • Establish budget standards review entries for accuracy and compliance and resolve discrepancies related to chartfields and other reporting requirements.
  • Serve as staff to the University Budget Advisory Committee (UBAC) and participate in committee activities.
  • Perform special projects and other duties as assigned to support campus leadership and strategic initiatives.

Minimum Qualifications: Required Education and Experience

  • Bachelors degree in business Management or closely related field and four (4) to five (5) years of progressively responsible budgeting and financial analysis experience. Demonstrated leadership experience.

Required Qualifications:

  • Proficient in analyzing and interpreting complex budget and financial data.
  • Advanced Excel skills for modeling reporting and data analysis.
  • Skilled in developing and recommending budget processes forecasting revenues and expenditures and allocating resources.
  • Strong analytical qualitative communication interpersonal and management skills.
  • Experienced in budget forecasting financial modeling and planning for facilities new programs and auxiliary/self-funded operations.
  • Ability to build and sustain productive collaborative relationships with administrators staff faculty and students.
  • Capable of working independently taking initiative and contributing in team-oriented environments.
  • Effective at communicating financial policies and information clearly to audiences with varying levels of expertise.

Preferred Qualifications:

  • Experience in a higher education institution preferred.
  • Advanced degree in a business higher education administration public administration or related field preferred.

Compensation and Benefits:

Anticipated Hiring Range: $12500 - $14495 per month

The salary offered will take into account internal equity and experience among other factors.

The CSU system provides a comprehensive benefit package that includes medical dental and vision plans membership in the California Public Employees Retirement System (CalPERS) sick and vacation time and 15 paid holidays a year. Position Information:

Work status: Full-time/Exempt/At-Will

Academic year schedule: Monday through Friday (8:00 am 5:00 pm) some evenings/weekends.

Summer schedule: Monday through Thursday (7:00 am - 5:30 pm) some evenings/weekends.

This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a designated position in the California State Universitys Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests (Form 700) within thirty (30 days) from the date of hire and on an annual addition the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment subject to the Fair Political Practices Commission regulations.

First considerations will be given to candidates who apply by October 25 2025 will continue until the position is filled; however the position may close when an adequate number of qualified applications are received.

As of January 1 2022 the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

Conditions of Employment

Background Check

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment which may be rescinded if the background check reveals disqualifying information and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Drivers License Check

Possession of a valid Drivers License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid drivers license and reflects driving record.

The person holding this position is considered a mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
