Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness

The Government Affairs Department of the Los Angeles Homeless Services Authority advocates for effective policies and increased resources at the federal state and local levels and facilitates local planning and systems change efforts to reduce and end homelessness in Greater Los Angeles. Under the direction of the Associate Director Policy & Legislative Affairs the Policy Analyst will be responsible for a broad range of activities related to federal state and local policy and legislation pertaining to homeless persons and the programs that serve them.

Essential Job Functions

  • Conduct research of homelessnesshousingand service programming trends andbest practices aimed at reducing homelessness more effectively. Translate this research into polished written material and presentations for internal and external audiences.
  • Provide guidance and technical assistance to internal staff and external partners on policy issues impacting homelessness in the Greater Los Angeles CoC.
  • Act as a liaison between the community policymakers and community partners on policy issues related to homelessness.
  • Represent LAHSA at policy-related meetings including but not limited to long-term planning for services forpeople experiencing homelessnessand interagency networking.
  • Prepare reports to the LAHSA Commission and other governing bodies as needed.
  • Identification and analysis of system gaps and opportunities to support alignment across service systems.
  • Collaborate closely with the Legislative Affairs and Community Engagement Units on a variety of projects including providing educational materials to elected offices and responding to motions from the Los Angeles County Board of Supervisors and Los Angeles City Council.
  • Perform other duties as assigned.

Knowledge Skills & Abilities

  • Demonstrated ability to generate policy memos briefs and reports.
  • Demonstrated meeting facilitation skills.
  • Knowledge of systems and programs that impact homeless persons and homeless program funding sources regulations requirements and procedures.
  • Experience with program development implementation and evaluation processes.
  • Ability to think creatively and strategically to solve complex problems with the ability to quickly grasp concepts and apply them in problem solving.
  • Strong knowledge in how to track legislative and budget activities using a variety of online resources.
  • Highly analytical detail-oriented thoughtful and intellectually curious.
  • Excellent written and verbal communications skills including the ability to communicate technical information clearly and effectively to non-policy-oriented audiences both in writing and through public speaking.
  • Excellent and demonstrated proofreading skills.
  • Well-organized detail-oriented and excellent analytical skills.
  • Demonstrated ability to work independently while managing multiple tasks/projects.
  • Experience in documenting analyzing and synthesizing information including meeting notes to track action items and generate reports.

Training & Experience

Bachelors or Masters degree from an accredited college or university in Public Policy Public Administration Public Health Communications Urban Planning Social Welfare or Business strongly preferred.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

License Requirement:A valid California Class C drivers license is required. Employees must have a good driving record for a minimum of three (3) years.
