PRIMARY PURPOSE:
The Chief of Transformation is a visionary results-oriented leader charged with driving rapid and sustained academic improvement in the Districts lowest-performing schools. This senior executive-level role is pivotal in reversing declining performance and ensuring full compliance with state accountability standards. The Chief leads with urgency strategy and innovation to support and sustain dramatic gains in student achievement and school culture in close alignment with district and state performance goals.
Working in collaboration with district and school leadership this role sets the vision and strategy for school turnaround efforts oversees campus improvement planning (CIP/TIP) strengthens campus leadership capacity and ensures the effective use of data to drive instructional improvement. This leader serves as a critical partner in preventing state intervention and restoring public trust.

QUALIFICATIONS:
Required:
- Masters Degree in Education Educational Leadership or a related field from an accredited institution
- Texas Mid-Management Principal or Superintendent Certification
- Minimum of 7 years of progressive leadership experience in K-12 education with at least 5 years in district-level leadership focused on school improvement or transformation
Preferred:
- Doctorate Degree in Education or a related field
- Experience in large diverse urban or suburban school districts
SPECIAL KNOWLEDGE/SKILLS:
- Expertise in school turnaround frameworks continuous improvement cycles and equity-centered leadership
- Advanced skills in data analysis performance monitoring and instructional alignment
- Ability to build principal and instructional leadership capacity through coaching modeling and professional development
- Strong understanding of the TEKS curriculum standards TIP/CIP processes and academic program design
- Superior communication presentation and facilitation skills
- Collaborative leadership style that promotes shared accountability and cross-functional alignment
- Deep knowledge of change management stakeholder engagement and systems-level thinking
- Proven track record of measurable success in improving student outcomes in low-performing schools
- Familiarity with TEA interventions sanctions and protocols
- Deep knowledge of the Texas Accountability System (AF ratings) federal/state school improvement mandates and effective instructional practices
- Demonstrated expertise in leading strategic planning program implementation and cross-departmental collaboration
MAJOR RESPONSIBILITIES AND DUTIES:
Executive Leadership and Strategic Oversight:
- Develop and lead a comprehensive district-wide Transformation Plan that targets low-performing schools and ensures alignment with state and federal accountability mandates
- Supervise evaluate and support assigned Assistant Superintendents of School Leadership who are directly responsible for leading turnaround efforts at assigned D and F campuses ensuring their continuous growth and effectiveness in driving school improvement.
- Set the vision goals and strategy for school improvement efforts in collaboration with senior leadership principals and instructional teams
- Serve as the Districts chief liaison with the Texas Education Agency and other regulatory agencies regarding school turnaround improvement status and intervention requirements
- Monitor progress across all identified campuses and lead targeted interventions to ensure timely improvement and compliance with state performance benchmarks
- Lead the design and implementation of evidence-based programmatic and instructional changes in partnership with academic and operational departments
Campus Leadership and School Support
- Build systems of principal coaching evaluation and talent development aligned with District learning goals
- Ensure that all assigned campuses receive differentiated supports and interventions aligned with performance data
- Lead the identification recruitment and retention of high-impact school leaders at assigned campuses
- Establish structures that empower principals as instructional leaders at assigned campuses while maintaining high standards of accountability
School Support and Capacity Building:
- Guide campus leaders in the development implementation and progress monitoring of Campus Improvement Plans (CIP/TIP)
- Provide direct coaching guidance and support to principals and instructional leadership teams to ensure effective execution of improvement strategies
- Support professional development planning aligned to instructional priorities especially for campuses rated D or F
- Promote the sharing of high-impact strategies and successful practices across schools
- Build systems that support school autonomy while maintaining accountability for results
Data Analysis and Accountability:
- Lead data-driven practices across campuses to identify trends root causes and actionable steps for academic improvement
- Oversee systems to monitor instructional practices benchmark progress and assess student learning outcomes
- Collaborate with the Chief Academic Officer to align curriculum assessments and instructional frameworks with school improvement goals
- Use data analytics to inform strategic decisions target interventions and report progress to district leadership and the Board of Trustees
Stakeholder Engagement and Communication:
- Develop clear consistent messaging about transformation efforts to build trust and public confidence
- Collaborate with families community organizations business leaders and governmental agencies to align resources and expand support for school improvement initiatives
- Represent the Superintendent in community forums TEA meetings and public engagements as needed
Fiscal and Operational Management:
- Develop and manage budgets aligned to school transformation priorities including Title I school improvement and grant funds
- Ensure efficient and strategic use of financial human and material resources in support of improvement goals
- Identify and pursue external funding opportunities that support innovation and sustainable change in struggling schools
Compliance and Risk Management:
- Ensure that all school improvement strategies adhere to local state and federal accountability regulations
- Prepare comprehensive documentation and reports required by TEA and the Board of Trustees to demonstrate progress and risk mitigation
- Support campuses in maintaining full compliance with programmatic and fiscal requirements tied to school improvement designations.
WORKING CONDITIONS:
The usual and customary methods of performing the jobs functions require the following physical demands: physical mobility standing prolonged sitting some lifting carrying pushing and/or pulling. This position will also require frequent travel within the district and occasional statewide travel.

Extended work hours may be required.
