The prospective candidate will lead the coordination and communication of NYCHA Supply Management & Procurements (SMP) transformation and re-engineering efforts through the implementation of initiatives and deliverables called for in NYCHAs Transformation Plan. The candidate will project manage and communicate on a multitude of deliverables and milestones related to the procurement transformation including but not limited to monitoring project progress setting deadlines solving issues that arise ensuring stakeholder satisfaction evaluating and communicating on performance and progress and guiding change management.
Under general/broad direction of the Chief Procurement Officer with wide latitude for independent initiative and judgment the Procurement Transformation Lead will be responsible for the following:
-Serve as the Procurement Transformation lead managing projects tasks and communication including preparing and delivering presentations and creating documentation on various SMP projects and initiatives.
-Provide strategic and high-level administrative support to the Chief Procurement Officer and SMP senior management including preparing executive-level communications and managing KPIs.
-Engage and collaborate with NYCHAs Monitors and other oversight entities in support of effectuating the Transformation Plan.
-Work with SMP verticals - Procurement; Procurement Policy & Performance Management; Procurement Ethics & Vendor Responsibility; and Purchasing Logistics & Inventory to effectively and timely gather and disseminate information on transformation progress.
-Review and perform quality control on complex procurement documents and identify issues and potential risks that require escalation and resolution.
-Serve as SMP representative/liaison to various cross functional working groups within NYCHA.
-Partner with cross-functional representatives across all projects/initiatives to ensure that cross-project dependencies are known and managed.
-Lead the departmental Project Management Office utilizing PM best practices and tools.
-Work with other NYCHA departments and programs to gain an in-depth understanding of their business processes and identify opportunities for collaboration and improvement.
-Work with stakeholders to continually provide reporting for increased transparency into changes and improvements.
-Create communication pieces for diverse audiences in multiple ways to share information about the procurement transformation (e.g. internal and external website management email communications departmental internal and external newsletter decks and other materials).
-Plan and execute change management deliverables in implementing the transformation including developing and managing change management strategy.
-Perform other related duties as assigned by SMP senior management in support of the transformation efforts.

Qualifications :
1.A baccalaureate degree from an accredited college and four (4) years of satisfactory responsible full-time experience in a large government agency or business firm with programs in the field of housing real estate/management housing construction engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative consultative managerial or executive capacity; or
and/or experience equivalent to 1 above. However all candidates must possess the eighteen (18) months of administrative consultative managerial or executive experience as described above.
