Position Overview:

The Illinois Department of Juvenile Justice is looking for a highly energetic candidate who will travel between IYC Lincoln and IYC Pere Marquette to monitor operations and ensure consistent oversight of maintenance and repair activities. The incumbent will monitor the performance of subordinate staff provide technical guidance offering training when necessary to maintain efficiency. The incumbent will also oversee planning and execution of long-range maintenance schedules to support uninterruped operations and direct and evaluate the repair and maintenance program to ensure compliance with institutional requirements. The incumbent will ensure that equipment operates safely economically and within established limits. The ideal candidate will possess the ability to manage several functions to maintain the upkeep of the power generating and allied machinery at IYC Lincoln and IYC Pere Marquette. Essential Functions:

  • Serves as the working supervisor at Illinois Youth Center (IYC) Lincoln and IYC Pere Marquette overseeing Stationary Engineers and craftsmen engaged in the operation maintenance and repair of the institutions mechanical electrical sewage water building grounds and heating ventilation and air conditioning (HVAC) systems. Travels regularly between both facilities to ensure operations are running effectively and provides leadership direction and oversight to maintain the safe efficient and continuous functioning of institutional facilities.
  • Directs the overall repair and maintenance program for assigned IYC facilities developing long-range plans to ensure maintenance activities are implemented according to approved schedules. Prepares maintenance cost reports requisitions personnel reports and other documentation on physical plant status and operations to identify and remedy potential problem areas while monitoring operating expenditures and overall efficiency.
  • Ensures that equipment at assigned IYC facilities operates safely economically and within established limits. Conducts regular rounds of facility mechanical systems buildings and grounds to monitor conditions adjust equipment as needed and detect potential mechanical problems before they escalate.
  • Advises institution administration on the need and feasibility of major repairs new construction and large equipment purchases. Recommends the most appropriate efficient and cost-effective means to maintain physical plant operations in good working order. Formulates and implements operating and maintenance procedures including preventive maintenance schedules and inventory control programs.
  • Reviews bid items to ensure purchases are justified based on quality and long-term value rather than solely on low cost. Monitors all maintenance contracts for major electrical and physical plant equipment. Confirms that contractors fulfill contract obligations and ensures timely notification of needed repairs or maintenance work.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires knowledge skill and mental development equivalent to completion of high school.
  • Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.

Preferred Qualifications (In Order of Significance):

  • Prefers Stationary Engineer License.
  • Prefers EPA (Environmental Protection Agency) 608 CFC Universal Refrigeration License.
  • Prefers Air Quality Certification.
  • Prefers coursework in Facility Management or a related field.
  • Prefers knowledge of the various chemicals used in boiler systems and other closed systems.
  • Prefers knowledge of public health regulations and building codes.
  • Prefers skill in the use of tools and equipment used for maintaining power equipment.
  • Prefers ability to perform the physical tasks associated with the duties of the class.
  • Prefers ability to express complex ideas clearly in both oral and written form.
  • Prefers ability to prepare and maintain reports.

Conditions of Employment:

  • This position requires the ability to pass an IDJJ/IDOC background check.
  • This position requires the ability to pass an IDJJ/IDOC drug screening.
  • This position requires the ability to travel in the performance of duties with overnight stays as appropriate valid drivers license.
  • This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100lbs at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled/unscheduled or last-minute overtime. This may require the ability to work evening or weekends.

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departmentssecurity programming education mental health and morecollaborate with the understanding that youth are physically emotionally and cognitively different from adults. The department provides extensive services to young people through a developmental treatment-focused model of care that builds youth resiliency engages families and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois communities.
