Purpose of Job

The Analyst on a short term basis will support the functions and activities of the Independent Project Accountability Mechanism (IPAM). They will specifically assist in Intake and Registration as well as supporting the policy review process. The role will work with the Intake and Registration team with assessing the requests and with the support of the AD Problem Solving and the CAO deciding on the eligibility of each submission. Due to an influx in requests the role is key in ensuring that everyday activities and outputs are aligned to the Banks Policies and Procedures and consistent with the IPAM principles of transparency predictability and accessibility. The role will also collaborate with the CAO and a consultant in the implementation of the Policy Review programme until the new policy has been disseminated.


Accountabilities & Responsibilities

The Analyst will provide support to the Intake and Problem Solving Lead and Analyst in the everyday management of received requests. They will also collaborate with the policy review consultant.

Intake & Problem Solving

  • Providing administrative and technical support related to requests received liaising with relevant Bank departments clients and requesters;
  • Under the guidance of an Associate Director investigate the cause of complaints identify relevant documents for review and brief the AD & CAO on findings.
  • Gather contextual data for risk assessments.
  • Review IPAM reports to ensure alignment with the Access to Information Policy.
  • Engage with other IPAM team members to ensure robust case processing filing and transferring of relevant information.
  • Assist other case processing as needed.
  • Provide support and undertake research to ensure the stakeholder database is updated and meets IPAM engagement needs.
  • Liaise with relevant units of the Bank as needed

Policy Review

  • Collaborate with the CAO and the consultant on the policy review programme.
  • Arrange and coordinate consultation meetings.
  • Ensure accurate records of all consultations.
  • Analyse and process findings from consultations.
  • Assist in the preparation of documentation and reports.
  • Prepare the presentation to the Board on the amendments to the policy.


Knowledge Skills Experience & Qualifications

  • University degree in a related field (Political Science Law Economic Development Conflict Resolution or Management Communication) or equivalent experience; good knowledge of the EBRD its operational model and relevant stakeholders.
  • Interest and understanding of development challenges faced by communities.
  • Attention to detail and solid information and document management skills.
  • Excellent communication and presentation skills both written and spoken.
  • Proven capacity to engage with different stakeholders in a multicultural environment.
  • Fluency in English both written and spoken.
  • Knowledge of an additional EBRD official language desirable preferably Russian and/or Arabic.
  • Demonstrated ability to prioritise and work to deadlines multitask and self-initiative.
  • Proven team player and demonstrated ability to work collaboratively.
