Purpose of Job


The Case Processing Analyst will be responsible for supporting the Outreach function of the Independent Project Accountability Mechanism (IPAM) and ensuring a robust and permanent engagement with relevant civil society organizations and communities through the implementation of the IPAM Outreach strategy to promote awareness of the grievance mechanism and its work.

Background


The Independent Project Accountability Mechanism (IPAM) is the EBRDs project grievance mechanism. IPAM independently reviews environmental social and public disclosure-related complaints raised by project-affected people and civil society organizations concerning Bank-financed projects which are believed to have caused or to be likely to cause harm. The Mechanism works to mediate disputes between project stakeholders in highly sensitive contexts; to determine whether the Bank has complied with the Environmental and Social Policy and the Project-specific provisions of its Access to Information Policy; and where applicable to address any existing non-compliance with these policies while preventing future non-compliance by the Bank.


IPAMs operation is governed by the Project Accountability Policy which also gives the mechanism the mandate to:

a) identify institutional learnings that distinguish common challenges provide constructive recommendations and promote a culture of continuous learning at EBRD and;

b) conduct outreach among internal and external stakeholders in order to ensure that IPAMs purpose functions and activities are known and understood.


Facts / Scale


The IPAM office is headed by the EBRDs Chief Accountability Officer (CAO) who is responsible for running IPAM implementing the Project Accountability Policy and making the decisions that the responsibility of IPAM under this Policy. The CAO is directly accountable to the Board and does not report to Bank Management.


The IPAM guiding principles are independence impartiality transparency predictability equitability and accessibility. Being accessible is working to be known to individuals and groups that could use IPAM; ease barriers to access; operate in a culturally-appropriate and gender-responsive manner; and promote safe access to IPAM through confidential case handling retaliation risk assessment and risk mitigation measures.

IPAMs ability to fulfil this mandate is dependent on its capacity to effectively engage with its stakeholders. For that purpose IPAM is to conduct outreach among both internal and external stakeholders in order to promote greater knowledge and understanding of the Policy and IPAMs purpose functions and activities.


In its operation IPAM engages with Bank staff civil society organisations communities and Bank clients. These constituencies need to understand the role of IPAM and its processes. For that purpose IPAM has to develop an outreach programme and cooperate with other institutions accountability mechanisms.


IPAM has to engage with communities and organisations in the EBRD regions efficiently and cost effectively as well as to ensure that there is easily accessible information on the mechanism and its processes.


Accountabilities & Responsibilities

The Analyst will provide support to the CAO in the design and implementation of the outreach programme and related reporting obligations by:

  • Proposing and implementing an annual outreach programme which will include but not be limited to organising outreach events (virtual and in-person) developing relevant outreach materials providing content for IPAMs website intranet and social media outlets.
  • Mapping and cultivating a varied group of civil society organisations that can assist IPAM in its outreach to potentially affected communities in each of the EBRD countries of operation;
  • Monitoring of relevant social media outlets and reporting to the CAO on trends relevant news and key issues.
    Proof reading and editing case reports as needed.
  • Contributing to effective internal communications efforts and continuously engaging with the EBRD Civil Society and Communications Department of the Bank other IPAM team members and EBRD resident offices so as to provide useful guidance to the CAO on content and activity needs to fulfil outreach goals;
  • Act as contact point to the Outreach Working Group of the IAMNet;
  • Assist in the production of the annual report the development of IPAM guides booklets and brochures as well as other outreach materials including PowerPoint presentations aimed at explaining IPAMs purpose and function and ongoing activities to its key stakeholders;
  • Ensure up to date information on the IPAM website/intranet pages and social media platforms and regularly supply content for outreach activities.
  • Other relevant activities and tasks required by the CAO;

Knowledge Skills Experience & Qualifications


Education/Professional Qualifications

  • Bachelors degree (Marketing Communications Journalism other related field etc.) and/or equivalent communications/digital marketing experience

Experience

  • Relevant academic and professional experience preferably from a professional news digital communications graphic design public relations or marketing field.
  • Knowledge of event management.
  • Knowledge of producing high-end editorial and multimedia content (including photography and videos) and online marketing campaigns
  • Knowledge of civil society organisations in the fields of environmental justice and human rights and the work of independent accountability mechanisms within international financial institutions
  • Reporting on communications outreach

Skills

  • Strong writing skills; experience in writing impactful content and story telling and of altering tone for audience and platform (web social media publications).
  • Effective communication presentation and collaboration skills and ability to manage relations with diverse stakeholders as well as the ability to communicate appropriate concise and accurate information in written and verbal formats to the right audience at the right time
  • Strong event management and organisational skills.
  • Fluency in English both written and verbal. Fluency in language of country of operations (e.g. Russian Arabic).
  • Computer literate: excellent knowledge of Microsoft Office including Excel and Power Point; knowledge of design programmes such as Adobe Creative Cloud (InDesign Photoshop Premier Pro) an advantage

General

  • Demonstrate a knowledge and understanding of the EBRD mandate passionate about independent accountability.
  • Understanding and knowledge of corporate communications and graphic design
  • Effective persuasive and diplomatic communication skills. Ability to work in multi-cultural environment.
  • Ability and flexibility to maximise the use of various communications approaches tools and platforms (e.g. the web social media digital and print publications presentations) and work with limited resources.
  • Multi-tasking self-initiative creativity.
  • Ability to meet deadlines.
  • Ability and willingness to travel
