BACKGROUND

The Government of Mauritius has received funding for a Green Climate Fund (GCF) Readiness Project Strengthening science-based and climate-informed decision-making processes in Mauritius climate-sensitive sectors for impactful and cost-effective climate change programming.

The countrys limited availability of scientific and climate-informed data and tools that are considered necessary to inform the decision-making processes insufficiency of such data or the overall inadequacy of capacity to utilize existing scientific evidence; is hindering the decision-making process from formulating and advancing national strategies. These strategies are necessary to support the development of suitable mitigation and adaptation measures policies and programmes to reduce its vulnerability and increase its resilience against climate change impacts.

The project seeks to strengthen the production availability delivery and application of science-based information following these objectives:

  1. Support the development of scientific-based decision-making processes
  2. Elaborate and mainstream the latest climate science in developing policies and programmes
  • Enable the country to develop and implement bankable projects to reduce its vulnerability
  1. Increase its resilience and level of ambition.

  • Academia: selected representatives from universities and centers of excellence such as: University of Mascareignes University of Mauritius University of Technology of Mauritius.

  • Mauritius Metrological Services key representatives.

Representatives from climate-sensitive sectors: These representatives are selected in line with the process of national arrangements made under the countrys NDC to ensure public participation and engagement with local communities in a gender-responsive manner.

OACPS Secretariat. As required by the GCF the OACPS has entered into a grant agreement with the GCF through its readiness agent UNOPS. Funds will be transferred to the OACPS Secretariat to administer and implement the activities on behalf of the National Designated Authority of Mauritius.

PROJECT MANAGER

The national Project Manager (PM) will be appointed by the OACPS. He/She will be based at the Ministry of Environment and work closely with the NDA Ministry of Finance. The PM will handle the day-to-day management of the project. and will control and monitor the progress of the Readiness activities. The PM will also ensure and guarantee the quality of the deliverables and activities undertaken in the implementation process collaborate with consultants to respect all deliverables deadlines. The PM will ensure that all hires (consultants and other necessary service providers) follow the procurement procedure of OACPS and that payments follow the proposals disbursement plan. He / She will be required to carry out monitoring and evaluation and reporting functions. The PM will also act as Secretary to the Project Steering Committee and other technical committees as required.

The PM should have a proven track record of supervising and managing relevant projects.

The contractual period is expected to last for 10-12 months



Objectives of the Assignment

Scope of Work

The Project Manager will carry out specific duties and responsibilities under the general direction of the Ministry of Finance in collaboration with the Ministry of Environment. The Project Manager will:

  1. Provide overall Project coordination
  • Prepare Terms of Reference (TORs) to recruit consultants (international and local) and submit for approval to the Project Steering Committee
  • Establish the process for recruiting and onboarding new hires in line with OACPS requirements
  • Develop a Project Operations workflow including implementation monitoring and reporting arrangements
  • Develop an annual work plan divided into quarterly activities with timelines budgets procurement plans monitoring plans for approval of the Project Steering Committee
  • Provide initial oversight for the consultants in the execution of their respective duties including procurement project monitoring and evaluation financial management progress and financial reporting
  • Support the implementation of activities within project implementation plans in accordance with assigned budgets and schedules
  • Assist in organization of meetings workshops and trainings
  • Support public outreach stakeholder engagements and consultations
  • Draft performance reports and other reports related to the project
  • Ensure effective coordination and communication between relevant stakeholders and the reporting of results as capacity is being built and the projects are being operationalized
  • Track initial performance on established indicators to measure achievement and monitor progress towards results and overall objectives
  • To deliver GCF Readiness Interim report GCF completion report and any other report as per the requirements of GCF.
  • To report on the progress of the project to the Project Steering Committee and flag any bottlenecks
  • Identify and disseminate good practices lessons and knowledge
  • Perform other tasks required for the implementation of the activities under this project.

Guide to using science-based tools and techniques for selected sectors

Identification of science policy-relevant questions (that will benefit from the ClimSA programme for climate-informed responses)

Policy brief for decision-makers.

Organize a gender-balanced training workshop to socialize relevant stakeholders (e.g. sectoral departments and projects developers) using the CC decision tools and methodologies with case studies on prioritized sectors.

Pre-and post-training surveys to capture feedback generate lessons and showcase improvements

Organize a workshop to build the capacity of relevant stakeholders for sectoral integration of climate science with a focus directed toward strengthening climate rationale for pipeline development

Organize a gender-balanced training session using the guidebook for project conceptualization and a writing workshop to co-design an idea origination (2 days training followed by three days writing workshop). Under consultation identify an Accredited Entity to carry out the CN development

Institutional Arrangements and Reporting



The Project Manager will work under the guidance and supervision of the Department of Climate Change of the Ministry of Environment and the Ministry of Finance. The Project Manager shall liaise with the government relevant donor agencies DP and other key stakeholders.

Education Experience Skills and Abilities

The Project Management Consultant should possess the following qualifications experience and skills:

  • Bachelors Degree in Project Planning/Development Development Studies Business Administration Communications Studies Environmental Science/Management or related discipline
  • A minimum of four (4) years proven experience in project/programme development and project cycle management preferably in SIDs
  • Must demonstrate significant knowledge of climate change and development issues in Mauritius.
  • Working knowledge of the Green Climate Fund (GCF) modalities for project implementation and management will be an advantage
  • Experience with results-based Communication
  • Proven record of engagement (coordination and working) with national counterparts (including senior government officials at national and state level) partners or donors in at least two (2) previous assignments
  • Ability to work cooperatively as part of a multi-disciplinary team including working across different project partners
  • Be a Mauritius National
  • Ability to work effectively with others in a team environment
  • Ability to adapt to dynamic environments.
