Job Summary

Summary Statement

The Office of Management and Budget (OMB) supports all State agencies through objective analysis and inter-agency collaboration to maximize Delawares assets. The Financial Operations team manages financial tasks for 12 divisions including Accounts Payable Receivable Grants Project Costing and Payroll. High-volume divisions include Fleet Services and Facilities Management. This position supports financial tasks across OMB assists with budget preparation reviews spending trends ensures accurate documentation (e.g. travel and purchase card forms) and may process payroll. Strong written and verbal communication skills are essential.

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class.   • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget applicable agreements grants or contracts as well as state or federal laws rules and regulations.
  • Analyzes reconciles and consolidates data to the general ledger from journals records and documents; takes trial balances and makes corrections updates and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles practices and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles analyzes and prepares a variety of statements and reports of financial health utilized in financial budget and personnel planning.
  • Researches and provides data reports and other documentation to state federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research review evaluate and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person electronically or by written communication.
  • Communicates and interacts effectively with people across cultures ranges of ability genders ethnicities ages and races.
  • May be responsible for purchasing disbursement and inventory of equipment and supplies.

Job Requirements

JOB REQUIREMENTS for Fiscal Manager
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
  1. Three years experience in analyzing financial problems developing alternatives recommending and advising management on solutions.
  2. One year of experience in assembling analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  3. One year of experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining monitoring projecting and controlling a budget within set policies and procedures.
  4. Six months experience in staff supervision which includes planning assigning reviewing and evaluating the work of others.
