Job Summary

DESCRIPTION

The County of Yolo is recruiting to fill one (1) regular full-time position in the class of Clinician I/II at the Health and Human Services Agency (HHSA). This position will be housed in the Adult and Aging branch and will provide individual assessment treatment planning individual and group therapy case management and referral services to adult Full Service Partnership (FSP) clients. FSP services include the highest intensity services provided on an outpatient basis to individuals with the most severe and persistent mental illness and/or co-occurring conditions.Qualifiedapplicants will be placed on an eligible list to be considered for additional Clinician opportunities as they arise.

Key responsibilities include:

  • Provides individual assessment treatment planning and individual and group therapy to adults with severe and persistent mental illness and co-occurring conditions;
  • Interviews clients to determine and assess clients social psychological legal and personal history for purposes of formulating a clinical diagnosis;
  • Writes clinical chart notes for each patient contact;
  • Assesses clients progress on a continuing basis and makes modifications to treatment plan in order to meet clients goals;
  • Assesses presenting problem and social histories to establish a diagnosis;
  • Observes and evaluates clients progress in order to evaluate treatment plan and monitors effects of medications in order to make referral to staff Psychiatrist for further monitoring;
  • Evaluates behavioral health emergencies in order to provide appropriate referrals;
  • Evaluates for 72-hour involuntary hospitalization for clients in crisis;
  • Consults with other professional staff to provide feedback on difficult cases;
  • Participates in seminars and provides review feedback and guidance on treatment alternatives;
  • Researches prepares and delivers presentations to community groups and agencies about various aspects of behavioral health related problems;
  • Performs related duties as assigned.

Definition
Under supervision provides individual group and family counseling therapy and referral services to psychologically disturbed or substance abusing clients and provides consultation information and education to community groups schools and agencies.
Distinguishing Characteristics
The Clinician I/II is a single class with two salary levels and positions in this class are flexibly staffed.
The Clinician I is the entry level in this class close supervision incumbents are given detailed instructions in the performance of tasks from a Licensed responsibilities are more closely supervised and generally more structured and repetitive than those assigned at Level requisite skills and knowledge are developed incumbents are expected to perform increasingly responsible and difficult may advance to the higher level after demonstrating the ability to perform the full journey level duties of the class which requires a minimum of two years of experience at Level I and possession of a license.

ESSENTIAL FUNCTIONS

The following duties are typical of those performed by the incumbent in this classification series; however other duties may also be required.
Provides individual and group counseling therapy and referral services to psychologically disturbed or substance abusing clients and provides consultation information and education to community groups schools and agencies.

EMPLOYMENT STANDARDS

Clinician I:
Education: Masters Degree from an accredited college/university in Social Work Counseling Psychology or Marriage and Family Masters degree program must include one year of graduate course work in personality development counseling theory counseling techniques and a supervised clinical experience.
Applicants who are license eligible to receive licensure as a Licensed Clinical Social Worker Licensed Marriage and Family Therapist Licensed Professional Clinical Counselor or Licensed Clinical Psychologist may apply. However licensure must be obtained within three years of employment or the employee who does not obtain an appropriate license will be terminated or demoted to an appropriate lower position within the Alcohol Drug and Mental Health Department if one is available.

Clinician II:
Education:Masters Degree from an accredited college/university in Social Work Counseling Psychology or Marriage and Family Counseling;AND
Experience: Two years of full time professional post graduate work experience in a psychiatric social work setting or in rehabilitative counseling.
License: Possession of a license as a Licensed Clinical Social Worker Licensed Marriage and Family Therapist Licensed Professional Clinical Counselor or Licensed Clinical Psychologist.

Knowledge of: a broad range of theories of alcohol and drug problems and addictions and psychological development disorders; social aspects of emotional disturbance and counseling techniques; uses and side effects of a range of psychiatric medications in order to refer to staff Psychiatrist; the methods and techniques of providing consultation to staff members; the scope and activities of community health agencies.
Ability to: apply the theories of individual and group counseling assessment and diagnosis; work effectively with a variety of human values and social backgrounds; communicate effectively both verbally and in writing; obtain and record social educational and work histories; understand and evaluate technically written materials; maintain cooperative working relationships with other County departments State and Federal agencies and mental health staff.
