The Housing Inspections Supervisor is responsible for supervision of Housing Inspectors as well as a Program Support Specialist who provides assistance and support to the Housing Inspections team. Additionally the Housing Inspections Supervisor will assist the Chief Programs Officer in efforts to retain expand and diversify business relationships and opportunities in the community. The Housing Inspections Supervisor has direct supervision of the Housing Inspections Department. The Housing Inspections Supervisor reports directly to the Chief Programs Officer. The Housing Inspections Supervisor is an exempt position with a classification of Executive.


Primary Job Responsibilities:

  • Monitor Housing Inspectors performance in data entry in HDS and proper maintenance of files under all contracts.
  • Ensure all HQS Inspections and home visits are completed in accordance with program rules HUD guidelines service contracts and company expectations.
  • Monitor HQS Inspection paperwork procedures to ensure efficient and accurate delivery of inspection results;
  • Evaluate performance of Housing Inspectors to ensure quality of HQS Inspections performed.
  • Monitor Program Support Specialists performance in data entry in housing software and proper maintenance of landlord files.
  • Ensure compliance with program requirements for unit rent reasonableness eligibility determinations.
  • Maintain relations with landlord community through periodic contact via phone written correspondence and in-person visits to properties.
  • Monitor participating landlords that have fallen below HOM standards and assist them in corrective action to continue program participation.
  • Monitor performance of the Program Support Specialist and oversee participant move-out process is completed in accordance with contract requirements.
  • Oversee completion of damage and vacancy loss claims.
  • Coordinate with Supportive Housing Programs Supervisors and CPO to complete bi-annual SEMAP audit and scoring for Mainstream Program.
  • Advocacy for program participants in community.
  • Provide coverage for Inspectors and Owner/Program Support Specialists as needed to ensure the highest level of customer care including coverage for extended vacations/absences.


Administrative Duties

  • Recruiting hiring and termination of Housing Inspections staff with guidance from CPO.
  • Evaluate staff regularly and provide praise and discipline as appropriate.
  • Conduct annual performance reviews and provide compensation recommendations to CPO.
  • Provide recommendations for continued development of personnel policies.
  • Liaise with contract agencies and resolve service concerns as directed by CPO.
  • Cultivate relationships with other housing service agencies social service agencies and industry organizations (ie: Other PHAs NAHRO AHC ADOH etc.)
  • Remain current and influence when possible industry trends and regulation changes.
Requirements

Essential Skills:

  • Proficiency in Microsoft Office 365 applications including Sharepoint OneDrive Teams Planner Outlook Word Excel etc.
  • Strong organizational skills with aptitude for project management and multitasking to manage multiple concurrent projects.
  • Working knowledge of fundamentals of EQ and application of EQ in a team environment.
  • Proficient in Team Management and Motivation.
  • Experience in overcoming Compassion Fatigue.
  • Knowledgeable of AZ Residential Landlord & Tenant Act.
  • Ability to present and maintain professional interactions with team members community organizations and partner organizations via written verbal and in-person communications.
  • Demonstrated high level of skill with interpersonal relationships and communication.
  • Strong sense of ownership of work processes and outcomes.
  • Excellent people skills and the proven ability to work well with a wide range of personalities.
  • Ability to think strategically and tactically to accomplish goals.

Other Skills and Requirements:

  • Team Member will have unrestricted access to sensitive information that may include PII and PHI which requires adherence to HOM Security and Privacy Policies.
  • Team Member may use or disclose PII or PHI through the course of their Financial and Human Resources duties listed above. All use and disclosure is subject to procedures outlined in Section 1.10 of the HOM Privacy Policies.
  • Demonstration of performance and attributes contained within the four (4) focus areas of HOM Inc.s Competency Model shown below; Emotional Intelligence Expertise Ethics and Excellence.
  • Current Arizona Drivers License.
  • Current Automobile Insurance.
  • Willingness to perform duties as needed or as assigned.


Education and Training:

  • Understanding and commitment to Housing First principles in ending homelessness.
  • Experience in leading teams in a supervisory or management role.
  • Working knowledge of EIV SEMAP and VMS requirements.
  • Industry certifications or ability to obtain within (1) one year of hire.
  • Associates and/or Bachelors Degree Preferred.
