Job Description

Summary Statement

This classification is a certified police officerresponsible for conducting complex criminal and civil investigations andenforcing liquor marijuana and criminal statutes of the state. The incumbentwill operate primarily in plainclothes at times in an undercover capacityperform inspections of marijuana and liquor establishments to ensure compliancewith applicable laws and draft and execute search warrants and arrestwarrants. The position requires excellent investigative and report-writing skills.

Essential Functions

Essential functions are fundamental core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive incumbents can complete job duties of similar kind not specifically listed here.

  • Ensures exhaustive follow-up investigation of all evidence tips and sources of information.
  • Ensures appropriate inclusion and coordination between multiple agencies.
  • Conducts Statewide Beverage Server Training classes administers tests and issues server identification cards.
  • Conducts civil and criminal investigations including complex investigations such as hidden ownership three-tier system violations etc.
  • Conducts sting operations.
  • Conducts inspections of liquor establishments and warehouse inventory audits.
  • Participates in overseeing/field training lower level input to Alcohol and Tobacco Enforcement Field Supervisor on agents performance.
  • Makes arrests completes investigative and compliance reports to include crime reports that are submitted to the State Bureau of Identification; reports bay be used in court cases; prosecutes cases in court and before the Alcohol and Tobacco Enforcement Commission.

Job Requirements

JOB REQUIREMENTS for Alcohol & Tobacco Police Officer III
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

  1. Possession of an active State of Delaware Council on Police Training Certificate or equivalent OR eligibility for recertification per Delaware Administrative Code Title 1 Chapter 801 Section 8.0 Re-activation Requirements of Police Officers.
  2. At least three years experienceas a Certified Police Officer.
  3. Possession of a valid Drivers License (not suspended revoked or cancelled or disqualified from driving).
  4. Three years experience in conducting investigations which includes conducting interviews to obtain confidential information gathering evidence and documenting findings.
  5. Three years experience in ensuring compliance with alcohol and tobacco laws rules regulations standards policies and procedures.
  6. Knowledge of staff training.

Additional Posting Information

In November 2025 the office will relocate to Harrington.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicableterms and conditions of employment in accordance with Title 29 Chapter 59 and Title 19 Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.

A satisfactory fingerprint-based background check administered by the Delaware State Police is required as a Condition of Hire.

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
